Inter-Parliamentary Hearings Initiated by CSTO PA Permanent Commission on Political Issues and International Cooperation Held in Yerevan

On September 30, in Yerevan at the Elite Plaza Business Center the inter-parliamentary hearings on the theme The Effective Counteracting of the Collective Security System to the Hybrid Warfare in Modern Conditions initiated by the CSTO PA Permanent Commission on Political Issues and International Cooperation were held.

According to the CSTO PA Activity Programme for 2016-2020, within the framework of the hearings members of the CSTO PA Permanent Commission on Political Issues and International Cooperation, the representatives and experts of the RA state structures delivered reports.

The Chair of the CSTO PA Permanent Commission Khosrov Harutyunyan clarified that the term ‘hybrid warfare’ originated in 2005 in the documents of the U.S. and the United Kingdom. “The whole meaning is that besides the use of the mere military force there are other opportunities and mechanisms of affecting on the adversary: economic, diplomatic and psychological. Today, the hybrid warfare is important not only in the inter-state relations, but during the conflicts,” Khosrov Harutyunyan said.

The RA NA deputy Arman Saghatelyan has noted that since 1994 Armenia has always been within the framework of the hybrid influence, where the information and campaigning element occupies great place. In the deputy’s opinion, Armenia always defends its interests decently. “If we speak about the April war, then we can say that we were in much better positions, than Azerbaijan. That is giving hope,” Arman Saghatelyan stressed.

During the inter-parliamentary hearings the speakers touched upon the problems of legally interacting on the hybrid warfare. In the hybrid warfare the Balkan experience, the scientific-information policy being pursued in that sphere, the influence of the information, diplomatic and financial-economic components of the hybrid warfare on the CSTO collective security system were discussed.

Khosrov Harutyunyan noted that the results of the hearings would be as a basis for the formation of the CSTO PA concept and the legal-political basis.
