Work of RA NA Regular Sittings Begins

On October 24, the RA National Assembly began the work of the regular sittings. The parliament approved the draft laws of the agendas of the regular sittings and the second session of the NA sixth convocation.

The deputies debated the issue of including the draft laws that did not receive the endorsement of the NA Head Committees in the draft law of the agenda of the session.

The debate of the issue on Debating the Answer of the RA NA Way Out Faction’s interpellation will be held during the RA NA next regular sittings on the authors’ initiative.

Before passing to the debate of the bills included in the agenda of the regular sittings, by the proposal of the RA NA Speaker Ara Babloyan the deputies welcomed the students and lecturers of Yerevan Northern University, who visited the legislative body within the framework of the RA NA Open Doors programme and were observing the deputies’ the work.

The parliament debated the draft laws presented in the second reading.

The RA Minister of Finance Vardan Aramyan presented for debate in the second reading the draft laws on Amending the RA Law on Compulsory Enforcement of the Judicial Acts and on Amending the RA Law on the Service Providing Compulsory Enforcement of the Judicial Acts.

The draft law on making Addenda to the RA Law on the Notice of the Activity Implementation with the enclosed legislative package was debated in the second reading.

The RA Deputy Minister of Healthcare Sergey Khachatryan presented for debate in the second reading the draft law on Amending the RA Law on Prevention of the Illness Caused from the Human Immune Insufficiency Virus.

The draft law on Making Addenda to the RA Law on Remuneration of the State Officials was also debated in the second reading.

The Deputy Chairman of the RA Central Bank Nerses Yeritsyan presented for debate in the second reading the draft law on House Mortgage Crediting with enclosed legislative package.

The RA NA deputies Hakob Hakobyan and Arpine Hovhannisyan presented their endorsements on the legislative package, touched upon the recommendations and highlighted the adoption of the draft law.

The deputies debated in the second reading and for completely passing the package of bills on Amending the RA Law on Banks and Banking Activity, on Amending the RA Law on Insurance and Insurance Activity and on Amending the RA Law on Bankruptcy of the Banks, Credit Organizations, Investment Companies, Investment Funding Governors and Insurance Companies presented by the RA Deputy Chairman of the Central Bank Nerses Yeritsyan and the draft law on Amending the RA Law on Auditing Activity by the RA Deputy Minister of Finance Davit Ananyan.

The RA Deputy Minister of Justice Vigen Kocharyan presented for debate the draft law on ratifying the protocol.

The RA Deputy Minister of Justice Artur Hovhannisyan presented for debate in the second reading completely passing the package of bills on Making Addenda to the RA Civil Code and on Amending the RA Law on State Registration of the Rights towards the Property.

The legislative package on Amending the RA Law on Public Notice via Internet and Personal Notice, on Amending the RA Code on Administrative Infringements, on Making Addendum to the RA Law on Compulsory Enforcement of the Judicial Acts and on Making Addendum to the RA Administrative Procedure Code was also debated in the second reading.

The RA NA deputies Artak Zeynalyan, Rustam Makhmudyan, Hrayr Tovmasyan and Ruzanna Muradyan expressed their viewpoints on the issue.

The RA NA Way Out and the RA NA RPA Factions on the legislative package

Artak Zeynalyan passed to the parliament the viewpoint of the RA NA Way Out Faction.

Hrayr Tovmasyan presented to the parliament the viewpoint of the RA NA RPA Faction.

Artur Hovhannisyan presented for debate in the second reading and completely passing the draft laws and the legislative package.

The Deputy Chairman of the State Revenue Committee adjunct to the RA Government Vakhtang Mirumyan presented for debate in the second reading the legislative package.

The RA NA Head Committees endorsed the debated legislative initiatives.

The draft law on Defense was debated.

The RA Minister of Defense Vigen Sargsyan in the first reading presented for debate the draft law on Defense.

Koryun Nahapetyan presented the endorsement of the RA NA Standing Committee on Defense and Security on the draft law. He urged his colleagues to vote for the draft law. The RA NA deputies Edmon Marukyan and Nikol Pashinyan presented their viewpoints and concerns.

The Head of the RA NA ARF Faction Armen Rustamyan presented the endorsement.

In their final speeches Vigen Sargsyan and Koryun Nahapetyan touched upon the deputies’ questions and gave clarifications.

The parliament will continue the work on October 25.
