Work of Regular Sittings Begins in Parliament

On December 5, regular sittings began in the RA National Assembly. The parliament approved the agendas of the session and the regular sittings.

As a result of voting in the parliament, the legislative initiative on including in the agenda of the second session of the RA NA sixth convocation the legislative initiative on beginning a process of suspending the enforcement of EEU treaty on the Republic of Armenia authored by the RA NA Way Out faction which was not endorsed.

The parliament approved the recommendation on debating some issues in the special procedure.

The deputies welcomed the pupils and the teachers of Yerevan Elita Author's Secondary School, and the lecturers and students of Eurasia International University, who had visited the legislative body and were observing the NA works within the framework of the RA NA Open Doors programme.

The Deputy Chairman of the State Revenue Committee adjunct to RA Government Vakhtang Mirumyan presented for debate the draft law on Ratifying the Treaty on EEU Customs Code and the package of the draft laws on Making Addendum to Tax Service and on Making Addendum on Customs Service in the second reading.

The RA NA deputies Khosrov Harutyunyan and Nikol Pashinyan expressed their viewpoints on the treaty.

The RA First Deputy Minister of Defense Artak Zakaryan presented the draft law on Ratifying the Agreement on the Support of Cooperation between the Republic of Armenia and the NATO Maintenance and Supply Organization (NAMSO) and the draft law on Ratifying the Agreement on Providing the State Export Loan to the Government of the Republic of Armenia between the RA Government and the RF Government for debate.

The speaker Koryun Nahapetyan presented the viewpoint of the RA NA Standing Committee on Defense and Security and noted that the problems relating to the Agreement.

The co-author of the draft law presented in the second reading the draft law on Amending the RA law on the Citizens Who Had Not Passed Compulsory Military Service by the Violation of the Established Order.

The speakers Artak Zakaryan and Koryun Nahapetyan touched upon the issue under debate, and the latter presented recommended in written form and orally.

The RA NA deputies Gevorg Gorgisyan and Edmon Marukyan expressed their viewpoints.

In their final speeches Koryun Nahapetyan and Artak Zakaryan touched upon the deputies’ raised issues.

The RA First Deputy Minister of Defense Artak Zakaryan presented for debate in the first reading the draft law on Amending the RA law on Alternative Service and the RA law on Approving the Rules of the RA Armed Forces Inner Service and the enclosed legislative package.

The members of the RA NA Standing Committee on Defense and Security Sasun Mikayelyan and Felix Tsolakyan presented the endorsement of the Committee.

The draft law on Ratification the Protocol on the Enforcement of the Agreement between the RA and the EU between the RA Government and the Government of the Republic of Estonia was debated.

The member of the RA NA Standing Committee on European Integration Luiza Sargsyan presented the endorsement of the Committee.

Afterwards the draft law on Amending the RA Law on Rescue Forces and Rescuer’s Status was debated in the first reading, presented by the RA Deputy Minister of Emergency Situations Ara Nazaryan.

The packages of bills were debated for completely passing in the second reading, and the Head of the Committees made endorsement on the legislative initiatives.

At the last sitting, in accordance with the RA Constitutional law the RA NA Rules of Procedure, the deputies made their statements.
