IPA CIS and CSTO PA Events Held in Saint Petersburg

On April 12-13, the delegation led by the RA NA Speaker Ara Babloyan took part in the IPA CIS and CSTO PA events in Saint Petersburg.

On April 12, the CSTO PA Council Session was held in Tauride Palace of Saint Petersburg.

The RA NA Standing Committee on Economic Affairs Khosrov Harutyunyan thoroughly presented for the item on the participation of the parliamentary delegations of the CSTO member states in the OSCE PA Winter Session (22-23 February 2018, Vienna) and the coordination of the actions of the CSTO PA delegations in the OSCE PA Summer Session. He especially highlighted the reports made by the Undersecretary for Foreign Affairs of Italy Vincenzo Amendola and the OSCE Secretary General Thomas Greminger at the OSCE PA Committees' joint Meeting, where Amendola particularly noted the importance of the settlement processes of the conflicts. Touching upon the Nagorno Karabakh conflict, he has informed that Italy backs the OSCE Minsk Group efforts directed the exclusively peaceful settlement of the conflict. The OSCE Secretary General Thomas Greminger presented his approaches on the OSCE reforms based on the strengthening and modernization of the Organization.

On the same day in Tavarichesky/Tauride Palace the 11th Meeting of the IPA CIS Permanent Commissions on Economy and Finance, on Political Issues and International Cooperation, on Defense and Security Issues, as well as the Young CIS Parliamentarians Assembly.

The Chairperson of the IPA CIS Permanent Commissions on Economy and Finance Hermine Naghdalyan conducted the Meeting, where CIS Member Nations' draft laws on Model Tax and Water Transport Codes, Engineering, Price Formation and other draft laws. The Statute on Expert Council on Economic Issues adjunct to the IPA CIS was discussed and adopted as a basis, as well as the perspective working plan of the Commission. It was made a decision to apply to the parliaments of the CIS Member Nations for getting an opinion on the discussed documents.

The Deputy Chairman of the Permanent Commission on Political Issues and International Cooperation, the RA NA deputy Karen Bekaryan took part in the Meeting.

The Committee Chairman was elected Muhtar Erman, the Chairman of the Standing Committee on Foreign Affairs, Defense and Security of Mazhilis of the Parliament of the Republic of Kazakhstan. The concept of the chairmanship of the Republic of Tajikistan in the CIS, the situation in Syria and the peaceful settlement procedure of the conflict, providing status of the IPA CIS Observer to the Asian Parliamentary Assembly, the issues on the IPA CIS Observation Mission results, as well as the preparatory works for the International Conference on Countering Terrorism to be held in 2019 were discussed.

The RA NA deputy Romik Manukyan took part in the Meeting of the IPA CIS Permanent Commission on Defense and Security Issues. The Committee Chairman was elected Viktor Zavarzin. The model draft laws on Volunteer Fire Protection and Civil Defense and other documents of the defense and security sphere were discussed.

On the same day the Young CIS IPA Meeting was held, where the RA NA deputy Mihran Hakobyan took part.

Young CIS IPA Coordinator was elected member of the RF FA Federal Assembly Committee on Social Policy Tatyana Lebedeva. The results of the activities of the Young IPA for 2017 and the items of cooperation between the Young CIS IPA and the Council on the Young CIS were discussed.

On the same day the IPA CIS Council Session was held, where the RA NA Speaker Ara Babloyan, the Deputy Chair of the NA Standing Committee on Foreign Relations Hermine Naghdalyan, the NA deputy Karen Bekaryan and the RA NA Permanent Representative to the IPA CIS Hayk Chilingrayan attended.

In the margins of the Session the participants discussed organizational issues. Valentina Matvienko was unanimously elected the IPA CIS Council Chairperson. Yuri Osipov was appointed IPA CIS Secretary General. The IPA CIS activities and items on the next year working plan were discussed. Items on the international observers’ activity by the IPA CIS in the presidential elections in the Russian Federation and the Republic of Kyrgyzstan, on the ratification for entering into force the inter-state treaties and other documents adopted in the CIS frameworks and the implementation process of the necessary inner-state procedures, on the preparation of the Second Eurasian Women’s Forum, the Young IPA activity and other procedure items were included in the agenda.

Within the framework of the visit the NA deputy, the Chair of the IPA CIS Permanent Commission on Economy and Finance Hermine Naghdalyan took part in the plenary session of the International Forum Eurasian Economic Perspective which was organized by the RF FA State Duma and had already become traditional and initiated Saint Petersburg State University of Economics.

In her speech welcoming the attendees, Hermine Naghdalyan has underlined the importance of the Forum in terms of the elaboration of the new strategies of the economic growth and the integration issues on the Eurasian territory. Within the framework of the Forum disputes on economic, financial, social issues were held, promoting the solution of the multilateral cooperation and Eurasian cooperation topical problems between the countries. She underlined the role of and importance of the Forum in the creation of the conditions for the constructive dialogue between the power, business and experts’ community, in the debate of the mechanisms of the implementation of the economic growth new strategy. With the regards to the solution of those problems the role of not only scientists-economists and practical figures, but also the parliamentarians and parliaments, particularly in the harmonization of the national legislations and the formation of stable legal systems was emphasized.

According to Hermine Naghdalyan, during the three-period period of the EEU existence the results of the activities are visible: united markets are formed and a new functional field is created. However, there are certain obstacles which are necessary to overcome. The EEU has perspectives for the expansion of the export volumes, particularly not for raw export.

Mrs Naghdalyan thoroughly presented the ongoing economic processes in Armenia, stating in recent years the continuous growth of Armenia’s industrial production, the rates of the goods turnover and export. She noted that Armenia had improved its positions on a number of international ratings: macro-economy, trade, finances and business environment.

The RA NA deputy highlighted always keeping at the centre of attention the ways of the elimination of the obstacles existing in the market, providing united rules of healthy competition and necessary preconditions for the entities in the conditions effective use of transport-communication opportunities.

Summing up the report Hermine Naghdalyan expressed conviction that the recommendations and initiatives elaborated in the Forum would opne new perspectives for the business ties of the EEU Member Nations.
