Euronest PA: RA-EU Comprehensive and Enhanced Agreement Ratification Should Be Accelerated

At the Plenary Session of the Euronest Parliamentary Assembly with 41 for, 5 against, 5 abstained the urgent motion for Resolution initiated by the Chairman of the RA NA Standing Committee on Foreign Relations, the Head of the Armenian delegation Armen Ashotyan and presented by the delegation, was adopted. The latter relates to the ratification of the RA-EU Comprehensive and Enhanced Partnership Agreement in the national parliaments of the EU member states.

The urgent Resolution, quoting the ratification of the RA-EU Comprehensive and Enhanced Partnership Agreement in 2018, as one more confirmation of Armenia’s commitment to the further strategic and pretentious relations with the EU, calls on the national parliaments of the EU member states to ratify the Agreement without irrevalent postponements.

The Resolution highlights the RA-EU Agreement ratification before the 2019 elections of the European Parliament.

ON ACCELERATION OF THE RATIFICATION OF THE COMPREHENSIVE AND ENHANCED PARTNERSHIP AGREEMENT BETWEEN THE EUROPEAN UNION AND THE EUROPEAN ATOMIC ENERGY COMMUNITY AND THEIR MEMBER STATES, OF THE ONE PART, AND THE REPUBLIC OF ARMENIA, OF THE OTHER PART, IN THE EU NATIONAL PARLIAMENTS

Having regard to the Constituent Act of the EURONEST Parliamentary Assembly of 3 May 2011;

 Having regard to the Joint Declaration of the Eastern Partnership Summit of 24 November 2017, in Brussels, and its previous declarations;

 Having regard to the Comprehensive and Enhanced Partnership Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and the Republic of Armenia, of the other part;

 Having regard to the EU-Armenia Partnership Priorities of February 21, in Brussels;

 Having regard to the EURONEST PA Bureau Message for Eastern Partnership Summit of 31 November, 2017;

 Having regard to the joint staff working document Eastern Partnership - 20 Deliverables for 2020 Focusing on key priorities and tangible results.

A. Whereas by the Joint Declaration of the Eastern Partnership Summit of 24 November 2017, in Brussels the participants of the Summit welcomed the signing of the Comprehensive and Enhanced Partnership Agreement between the European Union and Armenia in the margins of the Summit;

B. Whereas the signature of the Comprehensive and Enhanced Partnership Agreement between the EU and Armenia, in the fringes of the Eastern Partnership Summit in Brussels on 24 November 2017 enabled the European Union and Armenia to work more closely together in order to address the existing challenges;

C. Whereas Armenia reaffirmed its commitment to the strategic and ambitious Partnership with the European Union, based on common values, mutual interests and understanding, shared ownership and responsibility, differentiation, mutual accountability, which brings the Eastern European partner countries closer to the European Union;

D. Whereas the National Assembly of the Republic of Armenia unanimously ratified the Comprehensive and Enhanced Partnership Agreement between the EU and Armenia in 2018;

E. Whereas the Comprehensive and Enhanced Partnership Agreement between the EU and Armenia has already been ratified by the National Parliaments of the Republic of Estonia and Republic of Latvia.

The Euronest Parliamentary Assembly,

1. Urges the National Parliaments of the EU Member States to ratify the Comprehensive and Enhanced Partnership Agreement without undue delay;

2. Welcomes the support of the European Commission, High Representative of the Union for Foreign Affairs and Security Policy / Vice-President of the Commission, as well as the Council of the European Union in the ratification of CEPA in the National Parliaments of the EU, expecting further efforts in this regard;

3. Calls on the EU political parties to contribute to the process of finalizing the procedures regarding CEPA ratification in the National Parliaments of their countries.
