Parliamentarians Take Part in CSTO PA Events

On October 3-4, the RA NA delegation took part in the sittings of the CSTO PA Permanent Commissions and the Expert Advisory Council. The Chair of the NA Standing Committee on Economic Affairs Khosrov Harutyunyan, the Chair of the NA Standing Committee on Science, Education, Culture, Youth and Sport Tigran Urikhanyan, the Chair of the NA Standing Committee on Defense and Security Koryun Nahapetyanand the Member of the NA Standing Committee on Foreign Relations Karen Bekaryan were in the delegation.

On October 3, the sitting of the Expert Advisory Council adjunct to the CSTO PA Council was held. The Chair of the CSTO PA Permanent Commission on Defence and Security Anatoly Viborny moderated the sitting. 14 items were debated. The NA deputies voiced recommendations on different draft laws, which were adopted. Taking into consideration the voiced recommendations, some agenda items will be debated at the next sitting of the Expert Advisory Council for revising them. Particularly, Khosrov Harutyunyan proposed to review the title of the document on the CSTO model draft law on Participation of the Civil Society Institutes in the Provision of the National Security. Koryun Nahapetyan recommended to elaborate a united approach of elaboration of documents, to involve experts from the CSTO member countries, and Karen Bekaryan proposed to specify the involvement of the public institutes in the provision of security. All proposals were accepted and a decision was made to debate the draft law at the next sitting.

Tigran Urikhanyan presented the item of the Draft Concept on the plan of actions and approaches aimed at encountering the cyber challenges and threats. First of all, the MP highlighted the regulation of the legislative field preventing the cyber crimes. In his speech he gave numerous examples on many crimes occurring in the health care, security and financial spheres, crimes that are committed through network complete or partial use, as sale from fake websites, fraud, fake websites, illegal auctions and practical recommendations from non existing websites.

Welcoming Tigran Urikhanyan’s voiced concerns on the abovementioned item Khosrov Harutyunyan also underlined the problems existing in the given sphere, proposing to consolidate the experts of the Expert Advisory Council on the item and study all recommendations. Karen Bekaryan also proposed to draw the attention on the separations of the notions.

The given recommendations were adopted, and a decision was made to debate the item at the next Expert Advisory Council.
