Debates of RA Draft Law on RA State Budget for 2019 Begin in RA NA Standing Committees

On November 1, at the joint sitting of the RA NA Standing Committees began the preliminary debates of the Draft Law on RA State Budget for 2019 begin in RA NA Standing Committees, and the RA NA Speaker Ara Babloyan, the RA NA Deputy Speakers Eduard Sharmazanov and Mikayel Melkumyan, the members of the Government and the deputies attended it.

The Chair of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan, highlighting the adoption of the draft state budget of the upcoming year, has noted that it differs from the state budgets of the previous years as it is presented as a financial-economic document by the programme budget. He has documented that the government of Armenia and the parliament have begun the programme budget process several years ago, and its goal is to provide effective management, higher level of public finance government, as well as structural function of fight against corruption.

The RA Acting Minister of Finance Atom Janjughazyan presented for debate the draft law on the RA State Budget for 2019.

The MPs’ questions addressed to the speaker related to the investments, the efficiency of the state government system activity, the tax privileges, the improvement of the Tax Code, the financing of the health care sphere, the decrease of the number of the office cars and other problems.

The RA Central Bank (CB) Chairman Artur Javadyan presented for debate the conclusion of the RA Central Bank on the RA draft law on the RA State Budget for 2019 and the draft law of the CB administrative expenses for 2019 and capital investments.
