Memorandum on Creating Joint Research Centre of Parliaments of Eastern Partnership Countries in Yerevan

On December 7, in the RA National Assembly the 2nd Working Meeting of the Secretaries General of Parliamentary Administrations of the Eastern Partnership Countries continued.

At the beginning of the Meeting, by the proposal of the Secretary General of the Parliament of Georgia Givi Mikanadze presiding the sitting, the attendees honoured the memory of the 1988 disastrous earthquake victims in one-minute silence.

In the frameworks of the meeting held in Yerevan the Secretaries General of the parliaments of Armenia, Georgia, Moldova and Ukraine signed Memorandum on Creating Joint Research Centre of Parliaments of the Eastern Partnership Countries.

Touching upon the creation of the Research Network of the parliaments of the Eastern Partnership Countries, the Secretary General of the Parliament of Georgia Givi Mikanadze informed that it would give an opportunity to exchange information, ideas, best experience and knowledge of common interest with the colleagues within short terms. Besides, the platform would give an opportunity to recruit and spread the researches being made by the parliaments, cooperate with the network created by the European Parliament, as well as with networks. According to the speaker, themes and projects will be chosen through the network which will be implemented at regional level.

The Secretary General of the Parliament of Moldova Ala Popescu has presented the draft law of the working order on the activities of the Inter-Parliamentary Research platform, which has been revised by the Secretariat of the Parliament of Moldova and includes the working principles of the network.

The Secretary General of the Parliament of Ukraine Petro Bodnar has noted that the Research Centre being created with the addenda in Yerevan is an additional service directed to the rise of the efficiency of the activities of the Parliamentary Administrations of the Eastern Partnership Countries and the legislative bodies.

Summing up the 2nd Working Meeting of the Secretaries General of Parliamentary Administrations of the Eastern Partnership Countries, the RA NA Chief of Staff-Secretary General Ara Saghatelyan thanked those present for the participation and effective work.

Saghatelyan highlighted the signing of the Memorandum, noting that the structure would give an opportunity to effectively and quickly organize the exchange of information and present the experience and skills related to the government of the administrations and the MPs’ decent service.

According to the RA NA Secretary General, certain representations will be in every parliament of the signing parties to the works of the Research Centre to coordinate the works and provide the permanent contact with the colleagues, as well as relevant technical base will be formed, which will give more effective conditions for showing methodological assistance to my colleagues.

Ara Saghatelyan has informed that the next Working Meeting of the Secretaries General of Parliamentary Administrations of the Eastern Partnership Countries will be held in May 2019 in the city of Lvov, Ukraine.
