Ararat Mirzoyan’s Speech on Being Nominated in the Position of President of RA National Assembly

Dear Session Chair, dear NA deputies,

I am thankful to my colleagues of My Step Alliance for high trust and for nominating my candidacy in the NA President’s responsible position.

For strengthening of our country and for fear of the enemies! 2800 years ago the king of one of the ancient states of the Armenian Highlands stamped approximately these words in the cuneiform record during the establishment of Erebuni Castle.

I am sure that the wide content and meaning put under these words have led all torch-bearers and guards of the Armenian statehood – from the ancient times until the Third Republic, until our days. And I consider important to express my gratitude at the beginning of the speech to all individuals, who had such consciousness role in all historical phases before the period of our responsibility.

Perhaps it will sound extremely sensible and ritual, but on this occasion I deem opportune and symbolic to quote from our national epic David of Sassoun:

I pray for mercy on Saanasar, Baghdasar,

I pray for mercy on Great Mher,

I pray for mercy on brave Davit,

I pray for mercy on Little Mher,

I pray for mercy on the Great and Little of Sassoun House.

Yes, for the sake of our statehood, strengthening of the Republics of Armenia and Artsakh, our people’s welfare, the citizens’ dignity, freedom and rights! These very ideas and values were laid on the basis of the people’s revolution occurred several months ago and the devotion and struggle of hundreds of thousands of citizens. Among those hundreds of thousands of people my modest efforts were stemming from this belief during not much short period and one-year period of me being NA opposition deputy.

It was the same after the revolution while working in the position of the RA First Deputy Prime Minister, where my prior mission, I considered to do the possible and the impossible that the state government system, the state machine could smoothly pass and more effectively continue its work with the rules of the revolution and declared by new Armenia.

Now my patrol is over in the executive power, and in case of your consent I am ready for overcoming new challenge: the establishment of the parliament suitable for state having parliamentary system of government and promoting the formation of the new parliamentary traditions and new culture in the frameworks of the authorities set out by the Constitution. This especially becomes responsible and obliging with the consciousness that we speak about the parliament formed as a result of the elections complying with genuinely free, fair, transparent and democratic, international highest standards.

Under the RA Constitution, the National Assembly is the people’s representation body, implements the legislative power and oversight toward the executive power, passes the state budget and fulfils other functions set out by the Constitution.

Now I will briefly touch upon my overview on several directions of the activity of the National Assembly.

On Legislative Agenda

  1. Being a political force with the voters’ 70% confidence in vote it is logical that the programme of
    the government to be newly formed and the legislative packages to be worked out aimed at its implementation will occupy central place on the legislative agenda of the National Assembly of the seventh convocation. And I will do my utmost for forming parliamentary maximum and widest possible consolidation on the implementation of the government programme, as I believe that our people’s every delegate will seek to make effort and work for building Armenia of our dreams.
  1. Then I believe that we should combine at best the implementation of the government programme with the draft laws aimed at the solution of various and numerous issues of public demand.
  1. I think that the parliament should also become more initiative, refusing the role of responder having through many years. Yes, in the whole world the governments author the prevailing part of the legislative initiatives, but in our case this proportion is very unequal, we should seriously work in rectifying this.
  1. With the same purpose I also consider important the certain combination of the agendas of the government and parliament, providing the common debate of the ideas laid on the basis of the legislative draft laws and the formation of the jointly elaborated united result, when the parliament shall not be obliged to remain on the same, ready result in the role of already mentioned responder.
  1. I will also put my energy for forming a parliamentary united agenda. I believe that the debates and the will of compromises can give an opportunity this National Assembly to form certain joint, united or agreed legislative agenda which will logically result in the widest legitimacy of the laws being passed by us.

On Parliamentary Oversight

The parliamentary oversight is our mission of keeping accountable the government before our voters. And as a parliamentary state I believe that we should put forward an important problem before us for implementing effective, informed and programme oversight, using the available set of tools decently and in full volume, if necessary also expanding the legal format.

Oversight toward the State Budget

Probably we’ll agree that the numbers are not talkative, if they are not combined by the unbiased assessment of the substantiated analysis and programme criteria. And we should seriously develop the institutional capabilities of our deputies and the Staff on the programme budget process for that analysis and assessment.

The Investigative Committees

The Constitution has created minimum basis for the Investigative Committees, but I think that nothing should impede the society to use this oversight tool on the way of the solution of the problems concerning the voters, beginning from the distinctiveness of the problem laid before the Committee, the real content of the works and debates up to conclusion and the most important thing is the undertaking means.

Parliamentary Hearings

I think that we’ll give new content to this institute. They should not begin and end on the day of the hearings. The hearings of strategic role strengthened with well prepared, informed, distinct programme of following actions, conclusions and recommendations can become, serving the parliamentary platform for reaching the voters’ voice to the government and addressing the problems.

My time, perhaps, will not be enough to touch upon in detail the other tools of the oversight, as the Q & A, the interpellations, the appointments of the posts and the approvals of the reports of the Government, etc.

However, I would like to distinctly record that besides legal regulations the parliamentary oversight needs two other factors: political will and institutional capabilities and I will make my efforts for the formation and development of both of them.

On Parliamentary Diplomacy

The parliamentary diplomacy is one of the most important directions of the parliamentary activity. My overviews are very distinct on the parliamentary diplomacy. I will say from the very beginning that they are free of the temptation of presenting super hard this function, but they are also anchored on distinct and unchangeable realization of that mission’s importance.

Evidently, the parliamentary diplomacy should at best serve on the international platforms, in the state contacts on top levels, in the bilateral and multilateral relations for the state diplomacy and the state interest of the Republic of Armenia. Hence, in this sense, I consider very important the process of the coordinated, harmonized and informed work implementation and I will support in any way. I am sure that in this hall everybody shares the conviction that we should not only be united and with one goal in the parliamentary diplomacy, but also even we should have political disagreements for reaching possible best results. It will demand from us will, work, activeness and why not – innovation and flexibility.

I don’t consider irrelevant that by my conviction the National Assembly of the seventh convocation should multiply its efforts in this direction, also investing the financial means for that.

On Relations with NA Factions

I consider as a great honour to be the representative of My Step alliance and the Civil Contract party and will always be the flag bearer of the ideas, which are laid on the basis of the creation of the political force and are reflected in its trajectory and programme documents. But all of us also obviously understand that any political force should not and cannot only fill in the political field, form the political agenda alone, provide the generation of the political mind, the concerned debates, criticism and the final result: the thesis, the anti-thesis and the synthesis, if of course, the scientific terminology here is applicable. Moreover, the President of the National Assembly cannot have such behaviour and even attitude.

During the last months I have always aspired to negotiate and be friendly with the most different forces of the political field. I hope that the efforts of my last days by the parliamentary forces of the NA 7th convocation have also been perceived are exactly like that – in negotiating, consulting, renegotiating and finding more acceptable solutions.

My further efforts will also be exactly like that. Regarding with deepest respect and high evaluation to the role of the opposition, as a representative of the ruling majority, who not in the far past was an opposition deputy, will do my best for the constructive and effective dialogue with all factions and formation of atmosphere of mutual trust. In case of being elected NA President or not being elected I will do my utmost by means of concerned debates, constructive dispute and cooperation with the deep consciousness of necessity of new political agenda of our state and society and new political relations and culture: in fact, in the relations with the representatives of not only parliamentary, but also extra-parliamentary forces and civil society.

Now I will not touch upon the numerous other moreover, technical issues relating to the activity of the National Assembly. Perhaps, I will say two more words. I mean the idea of the establishment of the Expert Centre, which will strengthen the expertise capabilities of the parliament and will give more opportunities to the deputies for calling into life their ideas. I also mean the preservation of the principle of all MPs’ equality and numerous other issues.

I would like to end my speech as I have begun it: long live Armenia of our dreams which we are going to build, certainly we’ll build for strengthening of our country and for fear of enemies.
