RA NA Vice Presidents Elected, RA NA Standing Committees Formed

On January 15, the newly elected National Assembly continued the work of the first session. The MPs continued the process of the parliamentary bodies' formation.

Before passing to the debate of the interrupted item, the RA NA President Ararat Mirzoyan made a statement, noting: “Exactly during these days in 1990 the Armenian massacres were going on in Baku. I believe that our National Assembly, all the deputies are of the same opinion: to condemn the violence, as well as deny all kinds of violence in any corner of the world based on discrimination. We, as a nation, who during its history several times faced such tragedy, cannot tolerate such violence towards any national minority.”

The RA NA Speaker also informed that on January 15, Vahagn Grigoryan presented his resignation from the parliamentary mandate. The resignation is considered accepted from the moment of the publication.

Afterwards the deputies continued the debate of the item interrupted on the previous day: the parliament began the debates on the candidacies of the RA NA Vice Presidents' candidates Alen Simonyan, Lena Nazaryan, Vahe Enfiajyan and Mane Tandilyan.

On this occasion the RA NA Factions (Bright Armenia – Head of the Faction Edmon Marukyan, Prosperous Armenia – Head of the Faction Gagik Tsarukyan, My Step – Head of the Faction Lilit Makunts) expressed their positions.

The RA NA Speaker Ararat Mirzoyan delivered an extraordinary speech on this item. Very clearly assessing the problem Ararat Mirzoyan has stressed that he relates to the RA NA Vice President's election stemming from the principle of positioning of the political force in the political field and parliament. “There is a principle to accept and record already recorded proportion by people's voting. I think that this is the only real and tangible principle, by which My Step faction can be led while voting,” Ararat Mirzoyan clarfied. The Head of the parliament has underlined that the faction has not reserved right to change the already recorded proportion by the people's voting.

Ararat Mirzoyan informed his colleagues that during these days political negotiations, consultations were held, as a result of which a decision was made to give the heading of one of the most important RA NA Standing Committees to Bright Armenia faction.

In her final speech Mane Tandilyan positively assessed the debates held on the opposition RA NA Vice Presidents’ candidates, as well as touched upon the deputies’ positions.

The Chair of the RA NA Accounting Committee Vahagn Hovakimyan informed about the order of the election of the NA Vice Presidents’ candidates.

During the sitting the RA NA President Ararat Mirzoyan has informed that the RA NA factions have chosen the secretaries of the factions.

The Secretary of My Step Faction was elected Hakob Simidyan, the Secretary of the Prosperous Armenia Faction - Arman Abovyan and the Secretary of Bright Armenia Faction – Gevorg Gorgisyan.

Summing up the results of voting, Vahagn Hovakimyan informed that 130 deputies out 132 took part in voting.

109 deputies were for, 20 against and 1 ballot paper was recognized invalid while voting for the candidacy of the RA NA Vice President candidate Alen Simonyan.

124 deputies were for, 3 against and 3 ballot papers were recognized invalid while voting for the candidacy of the RA NA Vice President candidate Lena Nazaryan.

108 deputies were for and 3 ballot papers were recognized invalid while voting for the candidacy of the RA NA Vice President candidate Vahe Enfiajyan.

13 deputies voted for the candidacy of the RA NA Vice President candidate Mane Tandilyan.

So, the RA NA Vice Presidents were elected Alen Simonyan, Lena Nazaryan and Vahe Enfiajyan. They thanked their party members and colleagues for nominating their candidacies in such responsible position and shown trust.

Afterwards the deputy of My Step Faction Vladimir Vardanyan presented for debate the NA draft decision on Creating Standing Committees of the Seventh Convocation of the RA National Assembly. It was offered to create eleven Standing Committees. Two Standing Committees were added: the Standing Committee on Protection of Human Rights and Public Affairs and on Regional Integration.

The MPs Viktor Yengibaryan, Edmon Marukyan and Vladimir Vardanyan delivered speeches on the draft law.

Before voting the NA President Ararat Mirzoyan informed the deputies that My Step Faction proposed some amendments. Taking into consideration the concern of Bright Armenia and Prosperous Armenia Factions, it is designed to call the Committee to be created Standing Committee on Regional and Eurasian Integration.

The decision was made.

Afterwards the parliament touched upon the nomination of the candidates of the NA 11 Standing Committee Chairs: The Head of My Step Faction proposed the candidacy of the NA eight Committee Chairs – Narek Zeynalyan was proposed candidate for the Chair of the NA Standing Committee on Health Care and Social Affairs, Ruben Rubinyan - candidate for the Chair of the NA Standing Committee on Foreign Relations, Mkhitar Hayrapetyan - candidate for the Chair of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport, Arman Yeghoyan - candidate for the Chair of the NA Standing Committee on European Integration, Andranik Kocharyan - candidate for the Chair of the NA Standing Committee on Defense and Security, Vladimir Vardanyan - candidate for the Chair of the NA Standing Committee on State and Legal Affairs, Varazdat Karapaetyan - candidate for the Chair of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment, Babken Tunyan - candidate for the Chair of the NA Standing Committee on Economic Affairs.

The member of the Prosperous Armenia Faction Sergey Bagratyan presented the candidates of the two Committee Chairs: Naira Zohrabyan was proposed candidate for the Chair of the Standing Committee on Protection of Human Rights and Public Affairs and Mikayel Melkumyan was proposed candidate for the Chair of the Standing Committee on Regional and Eurasian Integration.

And the Head of Bright Armenia Faction Edmon Marukyan proposed candidate for the Chair of the Standing Committee on Financial-Credit and Budgetary Affairs Mane Tandilyan.

In their speeches the MPs presented the candidates’ passed path, and touched upon their working activity and professional abilities.

The Committee Chair candidates Vladimir Vardanyan, Narek Zeynalyan and Ruben Rubinyan presented their vision on the upcoming years’ activity.

During the debate of the problems of the health care and social sphere the RA NA Speaker Ararat Mirzoyan has underlined that the government makes efforts for boosting child birth and implementing social housing programmes. According to the Head of the parliament, there are numerous problems, on which they should jointly work with the executive body.

The parliament will continue its work on January 16, at 10:00.
