Parliament Debates Annual Report on RA State Budget Execution for 2018

On June 19, the RA National Assembly continued the work of the regular sittings.

The parliament by voting passed the legislative initiatives

The deputies ended the debate of the draft law on Amending the RA Law on Licensing authored by the RA NA Bright Armenia Faction in the second reading, on which the Chairman of the RA Urban Development Committee Vahagn Vermishyan presented the positive viewpoint of the Committee.

Afterwards the parliament passed to the debate of the item on Approving the Annual Report of the RA State Budget Execution for 2018.

According to the RA Minister of Finance Atom Janjughazyan, the year 2018 was distinguished by the deep and crucial changes made in the political field, but it was succeeded to keep the stability of the macro-economic, tax-budgetary and financial system, the designed programmes were implemented by the expected volume.

Summing up the report Atom Janjughazyan has noticed that in the financial year tangible achievements have been recorded which document the registered indices and the stable environment.

The RA CB Chairman Artur Javadyan presented the conclusion of the structure on the draft law.

The Chairman of the RA Audit Chamber Levon Yolyan presented the conclusion on the draft law. Voicing the considerations and the recommendations, he informed that the Chamber endorsed the document.

Artur Javadyan and Levon Yolyan answered the questions concerning the deputies.

The Deputy Chair of the NA Standing Committee on Financial-Credit and Budgetary Affairs Artak Manukyan distinguished the fact of being presented by the programme budgeting of the budget document for the first time.

The Chair of the NA Standing Committee on Defense and Security Andranik Kocharyan has noted that, according to the Committee, the document is a semi-empty table without descriptive, textual explanatory documents, analytical part and conclusion.

Arkady Khachatryan talked about the positive and negative sides of the document.

Arman Babajanyan voiced about the achievements and losses of the budgetary year.

In his extraordinary speech the RA Minister of Education, Science, Culture and Sport Arayik Harutyunyan noted that a number of important steps had been taken.

The Chair of the NA Standing Committee on Financial-Credit and Budgetary Affairs Mane Tandilyan recorded that the revolutionary processes had influence on the budget executive paper. To Mane Tandilyan’s conviction, it is obvious that the conservative policy adopted by the Ministry of Finance cannot implement the vision of the economic growth of the government in revolutionary speed.

The RA Minister of High-Tech Industry Hakob Arshakyan presented the rates and volumes of the programmes being implemented in the sphere of road construction and their efficiency.

The Chair of the NA Standing Committee Babken Tunyan touched upon the rates of economic growth in the contex of political changes. In the issue of political changes, Babken Tunyan mentioned the stable level of prices, the financial stability, the reduction of the state debt level towards GDP. In the specification of the budgetary standards, the assessment of the work efficiency the MP highlighted the joint work of the government and all parliamentary factions.

The debates of the state budget execution paper for 2018 will continue at June 20 NA sitting.

Under the RA Law NA Rules of Procedure, at today’s last sitting the members of the government answered the deputies’ questions.
