At 12th Sitting of Inter-Parliamentary Committee on Cooperation between RA National Assembly RB National Assembly

On September 5, the 12th sitting of the Inter-Parliamentary Committee on Cooperation between the National Assembly of the Republic of Armenia and the National Assembly of the Republic of Belarus moderated by Co-Chairs Vahe Enfiajyan and Boleslav Pirshtuk.

At the sitting the NA Deputy Speaker Vahe Enfiajyan made welcoming remarks.

“Dear Deputy Speaker of the House of Representatives of the National Assembly of the Republic of Belarus Boleslav Kazimir and the member of the House of Representatives Igor Sergey! Dear Ambassadors, Colleagues and participants of the sitting!

I cordially welcome you in the Armenian hospitable land on the occasion of the regular sitting of the Inter-Parliamentary Committee.

The Republic of Armenia attaches special importance to the consistent, long-term development friendly and partnership relations in the political, economic, humanitarian and other spheres. The experience accumulated during the long period of bilateral and multi-lateral cooperation with Belarus in different spheres is important and valuable for us. The important component of close cooperation of the two countries is the parliamentary plane. In this context we once again evaluate the role of the Inter-Parliamentary Committee on Cooperation, which has already shown for one and a half decade its importance and established its topicality as a worthy component of the inter-parliamentary cooperation format. The regular meetings, the sittings of the Inter-Parliamentary Committee promote the development of the political, economic and cultural relations between our states and allow rapidly responding the modern realities and challenges.

The Inter-Parliamentary Committee has done sufficient work in the parliamentary cooperation, cultural, humanitarian, energy and inter-regional cooperation spheres in the scope of the international structures.

The theme of today’s Committee sitting relates to the parliamentary support in the development of the trade-economic partnership between Armenia and Belarus (particularly in the spheres of energy, agriculture, medicine, humanitarian cooperation) the cooperation between the parliaments in the legal assistance aimed at boosting the Eurasian economic integration and the international platforms of the parliamentary delegations’ cooperation.

The goal of our today’s event is not only the debate of this theme, but also the elaboration of the perspective proposals and initiatives and finding ways of cooperation for their solution on the parliamentary platform.

Dear Colleagues, in recent years the Armenian-Belarusian cooperation obtained a new content, it was expanded on such parliamentary platforms, as the CSTO parliamentary, the Parliamentary Assemblies of the CIS Member States, the OSCE Parliamentary Assembly and other international organizations.

We, as parliamentarians, confirm our readiness to continue making efforts to deepen the cooperation in the security, trade-economic and humanitarian spheres.

The problems of the world development, the dialogue of cultures, the ways of jointly overcoming the common challenges and threats in the spheres of economy and security need constructive debates in the political and humanitarian spheres in the international arena.

I also would like to mention that the development of the Armenian-Belarusian relations had obtained a new impetus in recent period, especially after appointing Armen Ghevondyan Ambassador of Armenia to Belarus.

We actively cooperate with Igor Nazaruk, and we are happy to see that tangible progress is noticed in different spheres of cooperation.

Appropriate works are done for coordinating the agreement draft laws in bilateral legal field.

The development of bilateral relations at present phase is defined by legal field which comprises of more than eight dozens of inter-state, inter-governmental and inter-departmental agreements. Steps are undertaken in the sphere of health care for the development and deepening of cooperation.

Despite the small volumes we note with satisfaction the positive dynamics of bilateral trade. In 2018 the trade turnover between Armenia and Belarus is 50mln USD, the growth rate is 9,1%. Ar-Be Armenian-Belarusian Trade House Ltd which was founded by Multi Group Armenian concern and Belgospischeprom Concern organizations, functions since September 2010. About 20% of export of Belarusian goods to Armenia in average is sold through the Trade House. Thousands of Belarusian goods are presented in Ar-Be Trade House.

In recent years the investments in Armenia have grown in the economy of Belarus. In July 2012 the Armenian Multi Group being in Minsk and the Belarustorg opened Armenian Standard JLLC joint production of high quality Armenian brandy bottling.

Dear Colleagues, our bilateral meetings give opportunity to discuss topical problems and outline further joint actions. I am sure that within the framework of effective dialogue proposals will be worked out which will be directed to the further solution of the key problems of mutually beneficial cooperation, and the Committee sitting will be marked by highlighting the new perspectives and the corresponding items of joint efforts, understanding the opportunities of finding mutually admissible solutions and mutual interest in the spirit of the brotherly peoples’ relations of our countries.

The Deputy Speaker of the House of Representatives of the National Assembly of the Republic of Belarus Boleslav Pirshtuk welcomed the participants of the sitting and thanked the Armenian parliamentarians for the warm reception. Touching upon the bilateral cooperation on parliamentary different platforms, the speaker expressed his gratitude to the Armenian parliamentarians especially for the permanent support in the CSTO PA.

He has noted that firm traditional friendship and the mutual agreement between our peoples are laid in the basis of the two peoples’ cooperation, and they have deep bases.

Boleslav Pirshtuk emphasized the developing inter-regional cooperation between the two countries. To his assessment, there is potential of bilateral cooperation in the spheres of tourism, medicine, sport and other spheres. The Deputy Speaker expressed conviction that the two states’ Ambassadors, parliamentarians can promote to expand the existing possibilities, recording new successes.

Afterwards the agenda items of the sitting were discussed which were related to the parliamentary support potential at the level of the Committee for the development of the partnership in the trade-economic, energy, agriculture, medicine and humanitarian spheres, legal support from both sides, boosting of the Eurasian economic integration, the issues of provision of the goods in the EEU framework, services, job and capital free move, as well as the rise of the cooperation efficiency on the international platforms between the parliamentary delegations of Armenia and Belarus.

The RA NA deputies Mikayel Melkumyan, Armen Pambukhchyan and Ani Samsonyan made reports on the agenda items.

Other issues of mutual interest, including the term of holding the next, 13th Sitting of the Inter-Parliamentary Committee on Cooperation, and its theme were debated. A decision was made to hold the next sitting in spring of 2020 in Minsk.
