On May 26, the RA National Assembly began the work of the regular sittings.

The parliament formed the agendas of the fourth session of the NA seventh convocation and the regular sittings. By the MPs’ decision the bills that were not endorsed in the Head committees were not included in the agenda of the session. By the NA decision the debate of a number of draft laws in the second reading included in the agenda of the regular sittings will be held within 24 hours after passing them.in the first reading.

The RA Minister of Territorial Administration and Infrastructure Suren Papikyan presented for debate in the first reading the package of the draft laws on Making Amendments and Addenda to the Constitutional Law the RA Electoral Code, on Amending the Constitutional Law on Parties, on Making Amendments and Addenda to the Law on Local Self-Government and on Making Amendments and Addendum to the Local Self-Government jointly authored by the RA Government and NA three factions.

The Chair of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment has underlined that one of the key reforms in the sphere is presented, and this model was debated with the concerned different parties through many months.

In their speeches and questions, the MPs talked about turning to the proportional electoral system, the positive solutions being proposed by the draft law and underscored the provisions enlivening of the party system and the importance of the elimination of the bonus system.

Abi Samsonyan voiced the viewpoint of the NA Bright Armenia Faction. The representative of the Faction talked about the examples of the use of the proportional electoral order.

Hamazasp Danielyan delivered a speech on behalf of the RA NA My Step Faction.

In his concluding speech Suren Papikyan thanked the MPs for constructive debate and noted that the recommendations which would essentially improve the draft law would be passed from the first to the second reading. The Minister highlighted the adoption of the initiative, urging the MPs to vote for the package of draft laws.

The member of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment presented the endorsement of the Head Committee.

The bill on Making Amendments and Addendum to the RA Law on the Purposeful Use of the Environmental Tax Being Paid by the Companies authored by the Government was debated in the second reading and for fully passing it.

The Protocol of Joining the Treaty related to the Republic of Kyrgyzstan presented by the RA Deputy Minister of Economy Varos Simonyan.

The RA NA Standing Committee on Regional and Eurasian Integration endorsed two bills.

As the RA Deputy Minister of Justice Kristinne Grigoryan has presented, the package of the draft laws on Making Amendments and Addenda to the Law on Police and on Making Amendments and Addenda to the Law on Service in Police.

The parliament will continue the debate on this item at May 27 NA sitting.

At the last sitting, in accordance with the RA Constitutional Law the NA Rules of Procedure, the RA NA deputies made announcements.
