Parliament Ends Work of Extraordinary Sitting

On June 4, the National Assembly continued the work of the extraordinary sitting held on the previous day.

The draft law on Making Addenda to the Law on Temporary Invalidity and Maternity Allowances authored by the RA NA deputy Narek Zeynalyan was debated in the second reading and for completely passing it, and its availability is conditioned by Covid-19 pandemic.

As the author has informed, there were debates on the bill. He noted that though the Government gave negative conclusion to the draft law, but it is not against the idea. According to the speaker, as a result of debates, a decision was made to postpone the adoption of the draft law. He proposed not to pass the draft law for the additional accounts and revision.

The RA Deputy Minister of Labor and Social Affairs Smbat Saiyan has noted that the substantiations in the content are acceptable, but there are items that need additional debate. According to the Deputy Minister, there is high level of financial uncertainty on the draft law.

In their speeches, the MPs highlighted the adoption of the bill and proposed the attendees to solve the emerged problems as soon as possible and specify the financial accounts.

The representatives of the opposition force of the parliament have noted that the bill is addressed to a certain group. They considered inadmissible the decision of sending it to the phase of proposals submission. The deputies of the RA NA My Step Faction have underlined that by the Constitutional Law the NA Rules of Procedure the draft law is the only version, which is proposed for revising.

Mane Tandilyan delivered a speech on behalf of the RA NA Bright Armenia Faction. The MP has underlined that it is a right draft law, hence their Faction will vote for it.

Naira Zohrabyan presented the positive position of the RA NA Prosperous Armenia Faction, informing that their Faction would vote for the draft law.

The Deputy Speaker of the Parliament Alen Simonyan gave a speech on behalf of the RA NA My Step Faction, Touching upon the voiced opinions, he has noted that after the extraordinary sitting he would walk around the electoral districts, where he has been elected and would follow if the citizens wear masks. Alen Simonyan also called on the other MPs to follow his example and help the country to get out of this situation.

The RA NA Speaker Ararat Mirzoyan delivered an extraordinary speech. “We have a situation, which is characterized in different words, including hard, very hard and war-like. At this moment, more than ever we shall have calmness and sober reason, sober evaluation of the situation, calculated, calm and governable steps. In this situation the panic cannot be useful for the work: we should keep calmness, understand by analyzing,” the Speaker of the Parliament noted. Regarding the bill under debate, Ararat Mirzoyan has noted that nothing special has taken place, and this is not the first, not the last draft law, which needs additional revision. “I am intended to think that everything will be rectified and after revision it will be passed,” Ararat Mirzoyan said.

In his final speech Narek Zeynalyan has informed that the draft law is not removed from the circulation. The author called on his colleagues to vote against it, and by that remove the bill to the phase of recommendations.

The parliament in the second reading debated the draft law on Amending the Constitutional Law on Making Amendments and Addendum to the Constitutional Law the Rules of Procedure of the RA National Assembly authored by the RA NA deputies Anna Karapetyan and Vladimir Vardanyan.

The Deputy Chair of the RA NA Standing Committee on State and Legal Affairs Anna Karapetyan informed that the bill had not undergone amendments during the period from the first reading to the second reading, and recommendations on the bill had not been submitted.

The RA NA deputy Nazeli Baghdasaryan presented the endorsement of the Head Committee.

The parliament by voting passed the draft law on Amending the Constitutional Law on Making Amendments and Addendum to the Constitutional Law the Rules of Procedure of the RA National Assembly in the second reading and fully. The draft law on Making Addenda to the Law on Temporary Invalidity and Maternity Allowances with 27 for and 82 against was not passed: in accordance with Article 82 of the Constitutional Law the NA Rules of Procedure with the deputies voting for it, was moved to the phase of the submission of the recommendations in written form.

Covering the agenda, the parliament ended the work of the extraordinary sitting.
