Work of Fifth Session of RA NA Seventh Convocation Begins

On September 14, the work of the fifth session of the RA NA seventh convocation began under the sounds of the state anthem. The parliament approved the draft laws of the agendas of the session, as well as the regular sittings to be convened on September 14.

The parliament debated the item on including in the NA session the draft law on Making Amendment and Addenda to the RA Law on Social Support, received negative conclusion, authored by the RA NA Bright Armenia Faction. The item was not included in the agenda by the decision of the parliament.

Afterwards the parliament debated the agenda item of the election of the Constitutional Court Judge. The RA NA Speaker Ararat Mirzoyan informed that the General Assembly of Judges. The RA NA Speaker Ararat Mirzoyan informed that the General Assembly of Judges nominated Yervand Khundkaryan’s candidacy.

The Chair of the Chamber on Criminal Cases of the RA Cassation Court Lilit Tadevosyan presented the candidate’s biography and the working path. As a result of voting, Yervand Khundkaryan was elected the CC Judge candidate. 145 judges out of 194 ones participating in the Assembly voted for him.

Delivering his speech Yervand Khundkaryan touched upon the problems of the constitutional justice and the sphere, the judges’ election process, his views aimed at the activities of the Constitutional Court and the rise of efficiency of the structure’s work.

The MPs’ questions related to the vision of the Constitutional Court’s development and the steps taken to the restoration of common trust towards the judicial system.

Presenting the position of the RA NA Prosperous Armenia Faction Naira Zohrabyan noted that the Faction did not take part in any process related to the CC in the Parliament and informed that they would not take part in the voting of the election for any candidate of the CC Judge.

The RA NA deputy Taron Simonyan has informed that the RA NA Bright Armenia Faction will not take part in the voting. He has noted that in the context of the Constitutional amendment the anti-legal process continues.

According to Arman Babajanyan, the CC Judge candidate Yervand Khundkaryan, occupying dozens of posts, had an immediate participation in the state campaign against democracy and freedom of speech in our country – the closing process of the independent TV Company.

Ruben Rubinyan delivered a speech on behalf of My Step Faction. According to him, the solidarity is one of the most important values of the Velvet revolution, and we shall give everybody an opportunity to take part in building new Armenia with the possibilities created as a result of Velvet revolution.

As the RA NA Speaker Ararat Mirzoyan has presented, pursuant to Article 166.1 and 213.3 of the RA Constitution, the RA President nominated Artur Vagharshyan’s candidacy for electing him in the Constitutional Court Judge.

The RA President’s Chief of Staff Emil Tarasyan presented the candidate. Summing up the members’ opinions, a list comprised of three candidates – Vahe Grigoryan, Gor Hovhannisyan, Artur Vagharshyan – were submitted to the RA President.

Emil Tarasyan briefly presented Artur Vagharshyan’s biography. The CC Judge’s candidate Artur Vagharshyan presented the vision of his activities in the CC Judge’s post. The candidate has noted that he is a non-partisan, however as an RA citizen and scientist, has his political convictions.

Regarding the criticism on nominating his candidacy for the second time, the speaker has noted that on the previous year he has refused from the proposal of being nominated second time for the same post, underlining that this time it is a new procedure and new vacancy.

The RA Minister of Justice Rustam Badasyan presented Edgar Shatiryan’s biography and the passed working path nominated by the RA Government for being elected in the post of the Constitutional Court Judge.

Thanking the RA Government for nominating him in the post of the Constitutional Court Judge, Edgar Shatiryan presented his approaches on the CC Judge’s activity.

The candidate also answered the MPs’ questions.

In their speeches the MPs touched upon the candidate’s professional and personal qualities, his passed working path. Arman Babajanyan particularly considered inadmissible the candidate’s neutral workstyle in the past years. He underscored the necessity of CC Judge’s civil posture and called on his colleagues to deny the nominated candidacy. The NA Deputy Speaker Alen Simonyan highly assessed the candidate’s professional features and the passed path, expressing hope that the MPs would express their positive attitude to their clever and decent person’s candidacy.

The CC Judge’s election will be held at September 15 sitting, at 10:10-11:40.

Afterwards the item of the election of the Chair of the Standing Committee on Financial-Credit and Budgetary Affairs was debated. In accordance with Article 138.2-3 of the law NA Rules of Procedure, the NA Bright Armenia Faction nominated the NA deputy Arkady Khachatryan’s candidacy in the vacant post of the Standing Committee on Financial-Credit and Budgetary Affairs.

The Head of the NA Bright Armenia Edmon Marukyan voiced the biographical data and professional path of the candidate nominated by their faction, after which Arkady Khachatryan presented his vision on the further activity of the Committee. The candidate stressed the implementation of the work aimed at the rise of the parliamentary oversight.

The NA deputies Babken Tunyan, Artak Manukyan and Arman Babajanyan highlighted the nominated candidacy and talked about the profile problems.

The voting of the election of the Standing Committee on Financial-Credit and Budgetary Affairs will be held at September 15 sitting at 12:30-14:00.

The National Assembly will continue the work of the regular sitting on September 15.
