Parliament Continues Work of Regular Sittings

On September 16, the RA National Assembly continued the work of the regular sittings, passing by voting the legislative initiatives and the NA draft decision discussed on the previous day.

The debate of the draft law on Amending the RA Law on Ensuring the Road Traffic Security and the package of the draft laws enclosed to it.

The MPs’ opinions were not equivocal, some of them have assessed that the package needs revision, other MPs have considered necessary the adoption of the package.

Gevorg Papoyan presented the position of the RA NA My Step Faction. Touching upon his colleagues’ speeches, he noted that the adoption of the initiative would have positive influence on the people’s life and maintenance of health.

The package of the bills on Making Addenda to the Law on Licensing and on Making Addenda to the RA Code on Administrative Offences authored by the NA deputies Mkhitar Hayrapetyan, Nikolay Baghdasaryan and Narek Zeynalyan was debated in the second reading.

The endorsements of the NA Standing Committee on Economic Affairs and the RA Government on the package were presented.

The RA First Deputy of Health Anahit Avanesyan presented for debate in the first reading the draft law on Making Addenda to the Law on Child’s Rights.

The member of the RA NA Standing Committee on Protection of Human Rights and Public Affairs Taguhi Tovmasyan informed that the draft law was endorsed and called on her colleagues to vote for it.

The parliament debated the draft law on Making Addendum to the RA Law on State Duty authored by the Government in the first reading procedure, presented by the RA Deputy Minister of Health Avag Avanesyan.

The member of the RA NA Standing Committee on Economic Affairs Karen Hambardzumyan noted that the draft law was endorsed by the Committee.

Afterwards the parliament debated in the second reading the draft law on Making Addenda to the RA Criminal Code authored by the RA NA deputies Vladimir Vardanyan, Ararat Mirzoyan, Hovhannes Hovhannisyan, Mkhitar Hayrapetyan, Arusyak Julhakyan, Sargis Khandanyan, Arsen Julfalakyan, Taguhi Ghazaryan, Lilit Makunts, Gor Gevorgyan.

The key speaker, the Chair of the RA NA Standing Committee on State and Legal Affairs Vladimir Vardanyan informed that there were no recommendations during the period from the first to the second reading, and the draft law was endorsed.

The Deputy Minister of Justice Kristinne Grigoryan presented the protocol on the Economic, Social and Cultural Rights in the first reading procedure authored by the Government.

The member of the RA NA Standing Committee on Protection of Human Rights and Public Affairs Taguhi Ghazaryan informed that the draft law was endorsed.

The parliament debated in the second reading the draft laws on Making Amendment and Addendum to the RA Criminal Procedure Code authored by the RA NA deputies Sona Ghazaryan, Sergey Atomyan, on Amending the Law on Advocacy authored by the deputies Naira Zohrabyan and Shake Isayan, on Making Addenda to the Constitutional Law Judicial Code authored by the deputy Arman Babajanyan.

The parliament debated in the first reading procedure the draft law on Making Amendment and Addenda to the Law on State Non Commercial Organizations authored by the RA NA deputies.

The debate of the draft law will continue at the RA NA September 17 sitting.

The response to the interpellation addressed to the RA Government of the RA NA Bright Armenia Faction presented by the RA Minister of Education, Science, Culture and Sport Arayik Harutyunyan was discussed.

The MPs’ questions were related to the policy pursued by the Ministry in teaching the subjects on Armenian studies, the change of the schools’ management model, the vision of the educational reforms, the teachers’ training courses, the possibility of changing some textbooks, the expediency of the schoolchildren wearing masks, the order of the election of the higher educational institutions’ Chancellors, etc. The Minister presented clarifications related to the abovementioned problems.

The member of the RA NA Bright Armenia Faction Anna Kostanyan presented the interpellation addressed to the RA Government.

Some of the NA deputies criticized the work done by the Minister of Education, Science, Culture and Sport Arayik Harutyunyan and the reforms being implemented, voiced the gaps, and the other part were against critical speeches.

Presenting the viewpoint of the NA Bright Armenia Faction Edmon Marukyan proposed the MPs to discuss the NA decision on proposing for the Prime Minister’s discussion the item of the further tenure of the RA Minister of Education, Science, Culture and Sport Arayik Harutyunyan.

Naira Zohrabyan voiced the viewpoint of the NA Prosperous Armenia Faction and noted that the faction was joining the demand of resignation presented by the Bright Armenia Faction.

The RA NA Deputy Speaker Alen Simonyan presented the viewpoint of the NA My Step Faction, noting that during the Q & A session there were no serious questions.

In his final speech the Minister of Education, Science, Culture and Sport Arayik Harutyunyan touched upon the sounded criticism and presented clarifications. He has called on the parents not to be provoked, underling that the reforms stem from the children’s interests.

In her speech the member of the NA Bright Armenia Anna Kostanyan referred to the viewpoints sounded on the interpellations and noted that anti-arguments were not presented.

The voting of the item will be organized at September 17 sitting.

At the last sitting of the day, in accordance with the RA Constitutional law the NA Rules of Procedure, the RA NA deputies made statements.
