RA NA Council Convenes Extraordinary Sitting

On November 24, an extraordinary sitting of the RA NA Council, moderated by the NA Deputy Speaker Lena Nazaryan, was held. The item on Applying to the Constitutional Court on Suspending the Powers of the Deputy of the National Assembly Gagik Tsarukyan was on the agenda.

The Chair of the Corruption Prevention Commission Haykuhi Harutyunyan presented the conclusion of the Commission on violating the demands of the incompatibility by Gagik Tsarukyan, detailing the position and the clarifications presented by the participant of the proceedings, the information clarified in the framework of the proceedings of the apparent violation of the incompatibility demands, on the parliamentary activities and the sharing participation in the commercial companies.

The representative of the NA deputy Gagik Tsarukyan, the advocate Hovik Sukiasyan presented his arguments and clarifications, informed about his objections of a number of inferences of the conclusion. He has proposed to express their opinion against this conclusion, as it has not factual and legal basis.

The deputies of the NA Prosperous Armenia Faction has opined that false agenda has been brought to the parliament, and its goal is considered to be the political pressures, and no convincing evidence has been presented by the Corruption Prevention Commission.

In response to the statements on political pressures, the representative of the NA My Step Faction has reminded that the Corruption Prevention Commission is an autonomous body by the Constitution. It has been noted that at this moment the four members of the Commission are the representatives of the Government, the Supreme Judicial Council, the Bright Armenia and the Prosperous Armenia, and a conclusion with four signatures have been received from the Commission.

Haykuhi Harutyunyan in her turn underlined that the Commission had already taken proceedings in July, when there was no war situation.

As a result of discussions, taking as a basis the Article 95 of the Constitution, the 03/2020 conclusion on violation of the incompatibility demands by the deputy of the National Assembly of the Corruption Prevention Commission of 26 October 2020, being led by Article 157.1 of the constitutional law the Rules of Procedure of the National Assembly, the Council of the National Assembly made a decision to apply to the Constitutional Court on suspending the powers of the deputy of the National Assembly Gagik Tsarukyan.
