Parliament Convenes Extraordinary Session

On December 28, an extraordinary session of the National Assembly was convened by the initiator's established agenda.


The RA NA Speaker Ararat Mirzoyan informed that, according to N 11, 12 and 13 Protocols of the Central Electoral Commission, the next candidates of the first part of the national electoral list of My Step Alliance of Parties Karen Grigoryan, Vanik Ohanyan and Hakob Aslanyan became the RA NA deputies.


In accordance with the constitutional law the NA Rules of Procedure, the deputies were sworn in at the NA sitting.


The NA Speaker has informed that the NA draft decision on Special Procedure of the Debate of the Agenda Items of RA NA Extraordinary Session, by which the debate of a number of draft laws  in the second reading to organize after passing them in the first reading within 24 hours, has not been passed.


The parliament began the work by the established agenda.


The RA Minister of Justice Rustam Badasyan presented for debate of the parliament the draft law on Making Addenda and Amendments to the RA Law on Compensation of the Damages Caused to the Servicemen's Life or Health during the RA Defense.


The questions addressed to the Minister of Justice related to the establishment order of the stamp payment progressive scale, the mechanisms and the activity of the Fund.


In their speeches the MPs highlighted the necessity of the draft law adoption, spoke about the compensation of the damages caused to the servicemen's life or health during the defense, the threshold being established of the stamp payment, making new proposals. The MPs also touched upon the inner-political situation, the ongoing processes in Syunik Marz, the border tension and the demand of the Prime Minister's resignation.


The Head of the RA NA My Step Faction Lilit Makunts considered the draft law under debate an item of demanding urgent solution. Regarding the opposition colleague's demand on the Prime Minister's resignation, the Head of the Faction noted that on the previous day the RA Prime Minister Nikol Pashinyan presented a proposal of having concrete debates regarding the extraordinary elections. According to Lilit Makunts, at present speaking about resignation is senseless, as the item on holding snap elections shall be debated around the table.


The RA NA Deputy Speaker Vahe Enfiajyan has noted that it is a lasting period in the RA that political processes not reflecting the reality take place, and a false political agenda is formed. According to the rapporteur, no information is voiced about the current situation from the tribune of the parliament, a number of issues have been left unanswered, and there is no distinct approach of state policy.


In the opinion of the Head of the RA NA Bright Armenia Faction Edmon Marukyan, the Government cannot organize snap elections, campaign and cannot ensure anybody’s security. Condemning any manifestation of violence, Edmon Marukyan called on everybody for restraint.


The Secretary of the RA NA Prosperous Armenia Faction Arman Abovyan noted that the authorities would again try to violate the RA Constitution, organizing the process of depriving Naira Zohrabyan from the post of the Chair of the RA NA Standing Committee on Protection of Human Rights and Public Affairs. He has informed that all international structures observe that process.


On behalf of the RA NA My Step Faction Ruben Rubinyan has reminded that the draft law on compensation of the damages caused to the servicemen's life or health is under debate and reacted to the information presented by the opposition, considering them unreliable.


The parliament debated the draft law on Making Addendum and Amendment to the RA Civil Code presented by the RA Minister of Justice Rusam Badasyan.


In his speech the Chair of the RA NA Standing Committee on State and Legal Affairs Vladimir Vardanyan emphasized the topicality for the adoption of the bill, calling on the deputies to vote for the draft law.


Afterwards the item of the election of the Audit Chamber member was debated. The RA NA Standing Committee on Financial-Credit and Budgetary Affairs nominated Karen Arustamyan's candidacy for being elected in that post.


The Deputy Chair of the Committee Artak Manukyan presented the candidate's biography and the working experience and noted that the RA NA My Step Faction nominated his candidacy.


The candidate's election will be held on December 29.


The legislative initiative on Making Addenda and Amendments to the RA law on Corruption Prevention Commission and on Amending the RA Law on Making Amendments and Addenda to the Law on Corruption Prevention Commission authored by the RA NA deputies Nazeli Baghdasaryan and Heriknaz Tigranyan was debated in the first reading.


The draft laws on Amending the Law on Reduction and Prevention of the Damage Being Caused to the Health as a Consequence of the Use of Tobacco Products and Their Substitutes and on Amending the Law on Making Amendments and Addenda to the RA Law on Administrative Offences authored by the RA NA deputies Babken Tunyan, Vladimir Vardanyan, Hovik Aghazaryan and Narek Zeynalyan were also debated in the first reading.


Hayk Gevorgyan presented the endorsement of the RA NA Standing Committee on Economic Affairs, and the RA Deputy Minister of Health Lena Nanushyan introduced the negative opinion of the Government.


In their speeches the MPs voiced positive assessments on the presented legislative package.


In her final speech the RA Deputy Minister of Health Lena Nanushyan urged the MPs to vote against the package of the draft laws. The key rapporteur Babken Tunyan underlined the necessity of the legislative package and stressed supporting the entities in the created situation.


The parliament debated in the first reading the draft law on Amending the RA Tax Code authored by the RA NA deputy Babken Tunyan.


The RA NA deputy Tsovinar Vardanyan presented the endorsement of the Head Committee.


The RA Deputy Minister of Finance Arman Poghosyan presented the position of the Government.


In his concluding speech the author of the bill Babken Tunyan answered the voiced questions and expressed readiness to debate all the proposals.


The RA National Assembly debated in the first reading the draft law on Making Addendum and Amendments to the RA Law on State Duty authored by the RA NA deputy Sisak Gabrielyan.


The RA Deputy Minister of Finance Arman Poghosyan has noted that the Government is not against the amendment being proposed in principle.


The parliament in the first reading debated the package of the draft laws on Making Amendments and Addenda to the law on Local Payment of the Transport Means Parking and on Making Amendments and Addenda to the law on Administrative Legal Offences authored by the deputies Sisak Gabrielyan and Arusyak Julhakyan.


The bill on Making Addendum to the Law on Remuneration of the Persons Occupying State Posts and State Service Posts authored by the Government and introduced by the Acting Head of the Civil Service Office of the Prime Minister's Staff Vache Kalashyan was debated in the first reading.


The bill on Amending the RA Law of 22 January 2020 HL-6-N on Amending the RA Law on State Registration of the Rights towards the Property was debated in the first reading.


As the key rapporteur, the Deputy Head of the RA Cadastre Committee Narine Avagyan has informed a necessity has risen to extend the law entering into force until 1 January 2022.


The package of the draft laws on Making Addenda to the Law on Establishing the Cadastre Evaluation Order Approximated to the Real Estate Market Cost for Taxation by the Real Estate Tax and Amending the RA Land Code was debated in the first reading.


According to the Acting Chairman of the RA Urban Development Committee Armen Ghularyan, amendments are designed to the RA Law on Urban Development presented for debate in the first reading.


The draft law on M aking Addendum to the RA Law on State Duty introduced by the RA Deputy Minister of Economy Avag Avanesyan, was debated in the first reading.


The MPs by voting passed the items debated during the day. The draft law on Making Addendum to the RA Law on State Duty authored by the Government was not passed.

The parliament will continue the work of the extraordinary session on December 29, at 11:00.
