Composition of Managing Council of Higher Educational Institutions to Be Reduced

The executive body proposes to establish the principles, mechanisms of providing state support to the higher educational institutions and scientific organizations by the package of the bills designing addenda and amendments to the law on Higher Education and Science and 22 other laws. On February 5, the initiative was debated in the first reading at the RA NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport moderated by Mkhitar Hayrapetuyan. The RA Minister of Education, Science, Culture and Sport Vahram Dumanyan presented the package. According to the rapporteur, necessary bases are laid for the cooperation and gradual integration of the research organizations and higher educational institutions.

The post-graduate programmes will be complied with all-European standards including them as a third degree of qualification in the higher educational system, and at the end PhD qualification will be granted. Mandatory examination of the subject Armenian Language is established for the RA citizens’ entering the higher educational instuitions. To raise the efficiency of the management the composition of the Managing Council of the higher educational institutions will be restricted with nine members. The membership of the persons occupying state or political post will be banned.

During the sitting the MPs presented recommendations on some issues, which would be taken into consideration during the period from the first to the second reading.

The package was endorsed.
