Debate of Criminal Code Article on Slander and Insult: Direct Speech
1 / 8

The MPs propose to amend the Criminal Code for protection of the person’s honour and dignity from the false slanderous and insulting expressions: to establish up to 5mln drams of compensation instead of 1mln drams for insult, and 10mln drams of compensation up to 2mln drams for slander.

“By 2020, our country has appeared in the most serious economic crisis. We have about 8% economic fall. I will give in comparison with other countries: in Belarus it is 2.3%, in Kazakhstan – 2.6%, in Russia – 3.1%, in Azerbaijan:” Mikayel Melkumyan

“There is a principle of separation by which the court itself makes a decision which amount to choose. Why do we try to more obstruct the court?” Artak Manukyan

“If you see the problem in making decision for the right definition of the sum, then the Government can have an initiative and make more certain those standards, in order the court will not speculate its contemplative power:” Nikolay Baghdasaryan

“In general, I am for criminalizing the insult and the slander and deserve fair punishment:” Gevorg Petrosyan

“The insult, the swearing word, the slander have no relation with the freedom of speech. Sometimes the slander causes more damage than by 10mln, and one can compensate by 100mln drams. So, it will be more reasonable to debate in general for removing the upper threshold of the fine:” Lusine Badalyan

“In the RA there are no sufficient, efficient mechanisms for protecting the human dignity. We face new challenges: I propose to discuss how we are going to protect our citizens in protecting and restoring their dignity:” Arusyak Julhakyan

“This cannot be an admissible draft law, because there is no honesty on its basis, there is no real fighting. I call on you to be honest before yourself, then towards the others:” Ani Samsonyan

“You have brought this for the reason that the problem has bent down before you. Where is the upbringing, family, education, the public reprimand, which has been before, and where is the border, which was insuperable?” Tigran Urikhanyan

“We have lukewarm atmosphere: especially in the social networks – insult, slander, lie, manipulation, and in this atmosphere the healthy word is lost, as well as the healthy discussion. I don’t know how this draft law will solve that problem, but it is one step forward:” Babken Tunyan

“In case of normal judicial power this threshold could not exist. I propose to specify our approaches during the period from the first to the second reading:” the Chair of the NA Standing Committee on State and Legal Affairs Vladimir Vardanyan

“I am for the revision of the damage compensation threshold, and the version proposed by the executive body is more admissible:” Heriknaz Tigranyan

“I would like to understand how we are going to fight abroad, mainly in the Russian territory, on several Russian channels against the content being created with the most horrible swearing words, slanders   against Armenia, which they spread with great diligence: these solutions will result in no outcome:” Arman Babajanyan

“I consider myself one of the most slandered, insulted political figures. They will sue the newspapers with this draft law, and the fake factories will continue working. The surrealism of the situation is that those who have slandered speak about fighting against slander. It seems to me that we can stop all this with gentleman-like agreement:” Edmon Marukyan

“Is there at least one evidence that the power has a fake factory? There isn’t. I propose to criminalize the army of fakes. I am waiting for the proposals, let’s cooperate:” Alen Simonyan
