At March 15 sitting, the NA opposition factions made a legislative initiative, which was debated at the Standing Committee on Defense and Security.
The Bright Armenia and the Prosperous Armenia Factions proposed to abolish the martial law. The key rapporteur Arman Abovyan noted that the bases of announcing martial law were abolished, hence it was proposed to abolish it.
In their interpellations the MPs touched upon the restrictions entered into force, but not in use. As an example has been noted, the holding of the opposition forces’ daily assemblies, which is inadmissible in the conditions of martial law, but at the same time it is not banned by the relevant structures.
The preservation of the martial law regime is a serious obstacle for the political developments,” Arman Abovyan said, underlining that it is banned to take legal steps in the conditions of martial law.
The Head of the Bright Armenia Faction Edmon Marukyan noted that during the martial law the opposition could not begin distrust process against the Prime Minister: “That is, the democracy is restricted at parliamentary level.”
In Armen Khachatryan’s opinion, the martial law for the opposition creates obstacles. Besides, there are military exercises in the region, and also security problems, but the opposition does not speak about this: “Now, the cancellation of the martial law is not acceptable.”
The Committee Chair Andranik Kocharyan has noted that the martial law does not impede the political current developments. He informed that the Government would make an initiative on abolishing the martial law in the near future.
As a result of voting, the draft law was not endorsed.
