Allocations of State Budget Social Sphere for 2022 to Be Reviewed

At April 7 sitting of the NA Standing Committee on Health Care and Social Affairs, the item on Budgetary Programmes of the Social Sphere Included in the Preliminary Version of the RA Draft Law on the RA State Budget for 2022 was debated.

The Committee Chair Narek Zeynalyan and the RA Minister of Labor and Social Affairs Mesrop Arakelyan congratulated the women and the girls on Motherhood and Beauty before the sitting.

Mesrop Arakelyan has informed that it is proposed to make some amendments in the articles of the state budget social expenditures for the next year. It is designed to stop the implementation of some programmes, and to increase the financial means in some articles. During the financial year it is envisaged to carry out the expenditures of the social sphere in the framework of 503bln AMD, and the preliminary bid for 2022 is about 550bln AMD. The proposals are conditioned by the change of the beneficiaries’ number, particularly, the assistance budget of the needy social groups is designed to change. The Minister has informed that the draft law on Large Families is under circulation now, and in case of its adoption the large families included in Paros (lighthouse) system will get social assistance with the system designed in the framework of that law. The budget of the social sphere will be increased by 6.5bln which will be directed to the improvement of the demographic situation.

The Ministry implemented assessment of the employment security programmes and terminated five programmes, and some programmes have been reviewed.

In the next year the social assistance means of the persons with disabilities will essentially, which will give opportunity to carry out more targeting and qualified services. The Minister specified: “2bln AMD instead of 900mln AMD.”

Six centres with recovery services will be created in some marzes of the republic, where the persons who have become invalid during the military service will recover their health. Now, such two centres function in Yerevan.

The Government designs to allocate 2bln AMD every day for providing the socially needy families with houses. It refers to the families, who don’t have main residential places. It is designed to implement the programme from next year.

The Committee accepted the report of the Government as information.
