At July 30 extraordinary session, the package of the draft laws on Making Addendum to the RA Criminal Code, on Making Addendum to the RA Criminal Procedure Code authored by the NA deputies Vladimir Vardanyan, Anna Karapetyan, Hovhannes Hovhannisyan, Arpine Davoyan, Gevorg Papoyan, Vahagn Hovakimyan, Narek Zeynalyan, Lusine Badalyan, Koryun Mkrtchyan, Andranik Kocharyan was debated.
The key rapporteur, the Chair of the NA Standing Committee on State and Legal Affairs Vladimir Vardanyan noted that the amendments to the presenting draft laws are very important for the society. “Years ago the RA decriminalized the criminal responsibility for swearing and slander and as an effective means of protection designed their regulation in the frameworks of the civil-legal relations. Nevertheless, we should differ the swearing from offence and offending the dignity of the person in a very indecent way,” Vladimir Vardanyan underlined, then added,” the swearing has been in our society, is and will remain punishable, it is another issue if the state will leave the citizen alone or will set the ban of swearing by law.”
By the adoption of the draft law the criminal-legal more effective defense mechanisms will be designed for more dangerous manifestations threatening to the honour and dignity of the persons. The Deputy Minister of Justice presented the endorsement of the Government Kristine Grigoryan by the co-report. The Deputy Minister noted that by this amendment the swearing and offending also in indecent way to the person’s dignity.
The parliament adopted the debated legislative package in the first reading.
