Workshop on the Theme ‘RA Budgetary Process: Programme and Gender-Sensitive Budgeting’

On September 25-26, a workshop on the theme the ‘RA Budgetary Process: Programme and Gender-Sensitive Budgeting’ was held in Tsaghkadzor, where the NA deputies, representatives from the parliament staff took part. The RA NA Standing Committee on Financial-Credit and Budgetary Affairs and the RA NA Budget Office with the support of the UNDP project Modern Parliament for a Modern Armenia organized the event.

Taking into consideration the COVID-19 restriction regulations, the workshop went on in online format.

In his opening speech the Chair of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gevorg Papoyan has noted that the oversight process towards budget execution is one of the most important functions of the National Assembly, and the all Standing Committees of the parliament with their profile directions should implement oversight work. Thus, according to the Committee Chair, it is very important that the deputies can fully fulfill that function.

During the workshop the experts of the Budget Office of the National Assembly and the international experts presented the annual report procedures on the debate, approval of the draft budget, as well as the main financial document execution of the country.

The participants got acquainted with the tools for parliamentary oversight towards the budget execution, the programme budgeting essence, the peculiarities of its application in Armenia and the separate tools of the programme analysis.

The gender-sensitive budgeting and its international experience were touched upon.

Summing up the event, Gevorg Papoyan thanked the organizers and participants of the workshop for effective discussions He has stated that in terms of the development of the capacities of the National Assembly, such workshops are very important, expressing hope that they will be continuous.
