Committee Does Not Endorse Addendum to Be Proposed to Law

At November 30 regular sitting, the NA Standing Committee on Defense and Security debated in the first reading the bill on Making Addendum to Law on Military Service and Serviceman’s Status authored by the deputy of With Honor Faction Taguhi Tovmasyan. The author proposes to examine, to perform an examination and treatment of the servicemen’s health status first and for free within the framework of state-guaranteed medical care and services.

The conclusion of the Government was negative. The Minister of Health Anahit Avanesyan has noted that, according to the requirements of the Government decision of April 2018, the departmental hospital and the central military medical committees carry out the military medical examination of servicemen, and the civil medical institutions do not perform such examination. The servicemen, as well as the members of their families are provided with quality medical care at the expense of the RA state budget, and they also make use of health sphere of the social package.

The executive body proposed to leave the relevant article of the current law unchanged.

The co-rapporteur, the Committee member Vilen Gabrielyan has stated that the draft violates the principle of equality of the service for sick customers.

The draft law was not endorsed.
