Conclusion on Audit Execution of Six Months of RA State Budget for 2021 in the RA Ministry of Economy by the Audit Chamber Debated

At December 24 joint sitting, the RA NA Standing Committees on Financial-Credit and Budgetary Affairs and on Economic Affairs moderated by Gevorg Papoyan and Babken Tunyan debated the current conclusion on the audit execution of the first half of the year of the state budget for 2021 in the RA Ministry of Economy by the Audit Chamber.

The Head of the Third Department of the RA Audit Chamber Hakob Mihranyan has noted that there are discrepancies in the sphere of the vaccination of the agricultural animals.

As the speaker assured, discrepancies were also recorded in the implemented several programmes and events of the sphere of agriculture.

The report submitted within the framework of the subsidy programme of the provided credit rates for the neutralization of the coronavirus economic consequences was also studied by the Control Chamber. Accordingly, there is a distortion was in the report in the amount of 1.249.486 AMD.

It has been noted that there is distortion in the elaboration of the state policy, programme systemizing and monitoring in the sphere of economy related to the bonuses given by the Ministry, as well as shortcoming of the control process referring to the vacancies, particularly after having the civil service post vacant a competition shall be announced during three months, which has not been done.

There were other discrepancies also, on which there was a conclusion in detail comprised of 57 pages.

The co-rapporteur, the RA Deputy Minister of Economy Tigran Gabrielyan clarified the issues connected with the purchase from one person.

The rapporteurs answered to the deputies’ questions.

Concluding the sitting Gevorg Papoyan stated that it was useful for everybody.
