Discussion on Legislative Reforms of Specialized Sphere

On January 26, the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport with the cooperation of the Ministry of Education, Science, Culture and Sport and with the assistance of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) (German Federal Enterprise for International Cooperation) initiated a round table discussion ‘The Legislative Reforms in the Sphere of the Specialized Education in the Context of the Effective Use of the Teaching Models Based on the Work and Providing Qualified Specialists.’

The NA deputies, representatives of the Ministry of Education, Science, Culture and Sport and other concerned departments, spherical structures took part in it, and representatives of about 120 preliminary and secondary educational institutions followed in the distance format.

The possibilities, the obstacles and the taxation problems of the organization of the permissible types of the entrepreneurship activity of the vocational schools and colleges were the addressed themes of the work discussion.

The Chair of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport Sisak Gabrielyan, underlining that the sphere of education needs reforms, has noted that with the help of the similar discussions an attempt is made to record the main problems, which impede the economic development of the structures and preparing qualified specialists for the employers. In Sisak Gabrielyan’s opinion, the targeted issues to be discussed on the agenda will allow speaking about the practical ways, which will facilitate the large scale use of the education based on the work.

The RA Deputy Minister of Education, Science, Culture and Sport Zhanna Andreasyan highlighted the comparison of the different structures’ efforts for providing qualified breakthrough and finding best solutions in the sphere of the special education teaching.

The Head of GIZ Armenia’s Private Sector Development and Technical Vocational Education and Training program in South Caucasus Aram Babayan noted that dual education was introduced on 12 professions in 13 educational institutions within the framework of the program. In 2020 comprehensive analysis of the legislative field related to especially dual education of the special education sphere was made. As a result, relevant legislative amendments were proposed for more effectively organizing the implementation of the teaching based on work.
