State to Provide Support Card the Persons Who Appeared in Difficult Situation of Life

The Government proposes to set one more type of social security institution – tiny community houses. As the Deputy Minister of Labor and Social Affairs Anna Zhamakochyan has informed, the structure will provide specialized care and social services to the persons with mental health, intellectual problems, as well as the elderly people.

Those and other amendments are made to the law on Social Support.

The Government proposes to create necessary legal bases for the regulation of a number of urgent problems and reforms of social services. The state certificate and the support card are set. They will be provided to the persons who appeared in the difficult situation of life, aiming to take care of their prior needs, provide food, clothes and property of first necessity.

Other authorizing norms necessary for the elaboration of the social support effective policy are also established.

The deputies were interested in the programmes designed to be implemented by the Ministry next year. The rapporteur noted that the ministry will render new service beginning from 2023. It is designed to test pilot programmes, to create an opportunity for food purchase with bank card for certain social groups.

In her co-report the member of the Standing Committee on Labor and Social Affairs Mariam Poghosyan noted that the Committee highlighted the necessity of reforms and endorsed the initiative.

By presentation of the Deputy Minister of Labor and Social Affairs Anna Zhamakochyan, the deputies also debated the draft law on Making Addendum to the RA Land Code.

It was noted that the plots of land being property of state and community can be provided by the donation contract and by the right of free property for implementing social, beneficiary or investment programmes, but at present the standards of recognizing the programmes social lack. During their elaboration it has become evident that without appropriate procedures, the standards of recognizing social are not applicable. Hence the Government proposes addendum to the RA Land Code.

In his co-report the member of the Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Sergey Bagratyan has noted that the amendment is important: it will be aimed at solving the problems emerging during the implementation of the investment and social programmes. According to the deputy, the Committee debated the draft law and endorsed it.

The draft laws were debated in the first reading at June 9 NA extraordinary sitting.
