RA State Budget Execution for First Quarter of 2022 Debated

According to the RA Minister of Finance Tigran Khachatryan, the developments of our economy of 2022 were conditioned by the events going on in the world.

In the first quarter of 2022 in the economies of the main partner countries economic growth was noticed, but conditioned by the Russian-Ukrainian conflict and the negative influences of unprecedented sanctions being applied towards Russia as a result of it, from March tendencies of the economic activeness deceleration have been displayed. In the first quarter of 2022 towards the appropriate period of the previous year the U.S. registered 3.6% growth, the economy of the European zone increased by 5%, and in China 4.8% economic growth was registered. The RF economy in the first quarter of 2022, 3.7% growth was registered towards the same period of the previous year.

It was noted that compared with the same period of the previous year of January-March 9.6% growth of the economic activity index (EAI) was registered. The economic activity index was mainly conditioned by the increase of the services. The economic activity promoted the trade, industry and construction growth also promoted the economic activity, accordingly – 0.9, 0.7 and 0.4 percentage points. In January-March of 2022, the gross product of the industry increased by 3.1%, which was mainly conditioned by the growth of processing industry.

6..2% growth registered in the construction branch was mainly conditioned by the growth of the volumes of the construction implemented by the means of the organizations.

In the first quarter of 2022, 12-month inflation was 7.4%, and the average inflation is 7% in the first quarter.

In the first quarter of 2022, the external turnover was 2098 million USD, increasing by 38.5% compared with the previous year. During the reporting year, the export and the import growth in dollars was recorded: the export increased by 26.9% - 731.8 million USD, and import – by 45.6% and was 1336.2 million USD.

During the first quarter of 2022, the state budget revenues were 425.5 billion USD, the expenditures are 396.8 AMD, and the surplus is 28.7 AMD. The quarter programme index was recorded on the budget revenues, meanwhile the expenditures gave way the planned index, as a result, instead of deficit surplus was registered.

In the first quarter, about 425.5 billion AMD actual revenue was received exceeding by 1.5% the index predicted by the quarter adjusted programme. About 424.2 billion AMD from the mentioned sum was considered the revenues received from the inner sources, providing 102.7% of the programme, 1.3 billion was received in the form of official grants, which by 79.4% gave way the planned index. The state budget revenues increased by 21.8% or by 76.2 billion AMD compared with the first quarter of 2021, which was mainly conditioned by the growth of the tax revenues and state duties.

Tigran Khachatryan also noted that the average salary was 212.000 AMD.

The Minister of Finance answered to the deputies’ question, which mainly were connected with the dram exchange rate, the export and import and other problems.

The annual report of the RA state budget execution of the first quarter of 2022 was accepted as an information.

The issue was debated at June 13 extraordinary sitting of the NA Standing Committee on Financial-Credit and Budgetary Affairs.
