Committee Endorses Amendments and Addenda Being Proposed to the Law on Audiovisual Media

Today, more than five dozen network operators function in the audiovisual media sphere, and now there is need to regulate the sequence of the audiovisual programmes. The Chair of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport Sisak Gabrielyan said at November 8 sitting, presenting for debate in the first reading the draft law on Making Amendment and Addendum to the law on Audiovisual Media authored by him and the deputies Narek Babayan and Hakob Aslanyan.

The functioning network operators set independently the sequence of spreading the audiovisual programmes fiven to them. The authors think that from the first glance such approach is perceived as freedom of the operator’s activity, but it causes inconveniences and dissatisfaction for the consumer, as the broadcasting programmes are accessible to TV audience in different sequence.

Taking into consideration this it is proposed to set the sequence of broadcasting all audiovisual programmes included in the public multiplex.

The consumers of the audiovisual media outcome will be able to make use of the same sequence of the broadcasting programmes and easily choose their preferable programme.

The Committee also debated in the first reading the draft law on making Addenda to the law on Audiovisual Media authored by Sisak Gabrielyan.

The necessity of the adoption of the initiative is conditioned by defining the bases of observing the decision entered into legal force by the court on suspending the action of the public slot use license and as a result of it, decreasing the broadcasters’ rights and the entity risks. It is expected that as a result of the adoption of the draft law, it will be possible to protect the right to the TV audience being informed, as well as the financial losses of the entities’ activity will be decreased until the establishment of the new competition.

The RA Deputy Minister of High-Tech Industry Avet Poghosyan presented the positive opinion of the Government.

The drafts will be proposed to include in the draft agenda of the NA upcoming regular sittings by the decision of the Committee.
