It is proposed by the package of draft laws to separate State Guard Service from the system of the National Security Service bodies and continue its further activity as a body of the state administration system subordinate to the Prime Minister. The RA Secretary of the Security Council Armen Grigoryan presented the package of the amendments and addenda being presented to the law on Ensuring the Security of the Persons Subordinate to the Special State Guard at the extraordinary sitting of parliament on December 9.
The key rapporteur informed that the Government in 2018 began the process of large-scale reforms of the security system, which more intensified: its necessity was more escalated after the 44-day war in 2020, and one of the main problems is the increase of efficiency of the security bodies.
Within the framework of the abovementioned reforms, according to Armen Grigoryan, special attention is drawn to the issue of increasing the salaries of the employees of the security bodies through the certification. According to him, beginning from 2018, the salaries in the system generally increased, but the increase through certification is emphasized, because the contribution of the individual efforts is laid on its basis. The Secretary of the Security Council underlined that at this moment, specifications are made in the certification system.
The member of the NA Standing Committee on Defense and Security Vahagn Aleksanyan presented the endorsement of the Head Committee. Regarding the criticism of the “super Prime Ministership,” the deputy noted that when the Police becomes the Ministry of Internal Affairs, it will be under control of the National Assembly, after which the abovementioned thesis will become a history.
Artsvik Minasyan presented the viewpoint of the NA Armenia Faction. According to him, with the proposing legislative amendments the Prime Minister’s authority is increased in disguised form.
Hayk Konjoryan spoke on behalf of the NA Civil Contract Faction. The Head of the Faction also talked about the “super Prime Ministership” brought forth by the opposition, mentioning that the best way of fighting against it is the parliamentary oversight through checks and balances, which is one of the most important tools of the National Assembly. Hayk Konjoryan stressed that there were no opposition deputies present at the Committee during the debate of this very draft.
