At September 9 regular sitting, the National Assembly debated a number of drafts in the second reading.

The law on Export and Import of Cultural Values will provide with new regulations the coordinated activity in the export and import of cultural values, the development of new economic mechanisms and market relations in the sphere of culture, as well as the regulation of relations between the legal and physical persons.

During the period from the first to the second reading, the draft was filled in without import customs duty by the physical persons and import of cultural goods of personal use for tax payment on providing cultural expertise conclusion and with authorizing norms on providing orders from the state collection of rare string instruments. The Deputy Minister of Education, Science, Culture and Sport Alfred Kocharyan presented the draft.

The deputies did not submit proposals in written form after adopting the draft law on Making Amendments and Addenda to the law On Preservation and Use of History and Immovable Monuments of Culture and Historical Surrounding authored by the deputy of the NA Armenia Faction Lilit Galstyan in the first reading.

The trade-in tool for purchasing motor vehicles, which gives an opportunity to the official representatives of vehicles, the dealers and distributors, while buying a car from physical persons to pay compensation to a certain extent of that cost was formed already in 2021 by the law On Trade and Services. The instrument gives an opportunity to the entities to increase their business opportunities, and - to the citizens for renewing their cars, as well as renewing the vehicle parking in the republic.

The RA Deputy Minister of Economy Sevak Mikayelyan informed that during the implementation of the law certain problems arose, and the Government presented a number of amendments for specifying them. During the period from the first to the second reading the draft was not amended.

The Head of the State Property Management Committee of the RA Ministry of Territorial Administration and Infrastructure Arnak Avetisyan presented the draft law On Approving the Annual Report for 2023 of 2017-2020 Programme Implementation of the State Property Privatization.

The package of the draft laws on Amending the RA Family Code and on Amending the RA Civil Code authored by the deputy of the Civil Contract Faction Rustam Bakoyan was revised after the first reading and was added by the draft on Amending the RA Administrative Procedure Code. Rustam Bakoyan informed this.

The next initiative is connected with the publication of the electoral lists. The Head of the Migration and the Citizenship Service of the RA Ministry of Internal Affairs Armen Ghazaryan presented the amendments in the RA Electoral Code.

According to the rapporteur, from the first to the second reading the Government presented technical and editorial proposals, which were debated in the Standing (Head) Committee on State and Legal Affairs and were endorsed.

“One more toolset of administration is added with this initiative in the RA Tax Code. It stems from our assumed international obligation,” the Chairman of the RA State Income Committee Rustam Badasyan said, presenting proposing new regulations in the RA Tax Code in the second reading.

According to the key rapporteur, during the period from the first to the second reading, a series of amendments, which refer to the responsibility norms and the control towards the financial institutions, were made.
