Parliament continues debating RA Draft State Budget 2025

At November 13 sitting, the National Assembly continued the debate on draft law on State Budget of the Republic of Armenia 2025.

The Chair of the NA Standing Committee on Defense and Security Andranik Kocharyan made a related report on the budgetary document. He referred to the observations, concerns and proposals, which were presented by the deputies during the debate on the main document of the coming year at the joint sitting of the Standing Committees on Defense and Security and on Financial-Credit and Budgetary Affairs.

“At the sitting of the Committee, a proposal was presented that henceforth, the budget bid submitted by the Ministry of Internal Affairs, both for the entire department and the police, should include the statistical data on the quantitative and qualitative results of the various areas of the system activity in the previous relevant periods, and the targeted relevant analyses carried out in connection with them,” the rapporteur noted and added that it will give an opportunity to have more realistic pictures on the substantiation of the budget bid being submitted by the given Ministry.

The Committee Chair spoke about the importance of the optimization of personnel resources in the Armed Forces, the development of the military industry, as well as the activities of the foreign intelligence service.

Andranik Kocharyan also answered the deputies’ questions.

The MPs and the members of the Government gave speeches on the draft budget of the next year.

The Minister of High-Tech Industry Mkhitar Hayrapetyan noted that in 2025, for the first time, the state presented a package worth around 80 million USD to the parliament, and after the law is passed, the most important investments will be made in the technological sector. The Minister added that the modern world is not possible to imagine without technological, innovation solution.

The Minister of Health Anahit Avanesyan referred to the sectoral priorities designed by the Government programme, which will be consistently implemented. “We believe that the continuity of this policy will ensure the formation of a healthy resilient society in our country,” the Minister noted.

According to the Minister of Economy Gevorg Papoyan, the economy of Armenia continues to be at a stage of high growth and is successfully facing global challenges. “Increasing efficiency, forming a knowledge-based economy, discovering new export markets and technological progress are the main tools through which Armenia can confidently move forward, becoming the economic and peace leader in the region,” the Minister said.

“The reforms, expenditures and investment being made in the army of the Republic of Armenia are aimed at one important goal: to have professional, to have a professional, combat-ready and modern army, which will be able to defend the Republic of Armenia – 29.743km2 of sovereign territory,” the RA Minister of Defense Suren papikyan noted in his speech.

The Foreign Minister Ararat Mirzoyan underscored that one of the priorities of the foreign policy of Armenia is to ensure security, to create a harmonious foreign policy environment, to revitalize economic ties and to take steps towards the regulation of relations in the region.

The debate of the issue will continue on November 14.

At the last sitting of the day, according to the law the NA Rules of Procedure, the members of the Government answered the deputies’ questions.
