The purpose of the initiative is to optimize and regulate private guardian activities. They are divided into 3 directions. The first concerns the clarification and standardization of legislation, and in this regard, I would like to note that we are supplementing the law with all the sub-types actually provided. alarm, video surveillance systems, which were used, but did not have legislative provisions. This was stated by the Deputy Minister of Internal Affairs of the Republic of Armenia Armen Mkrtchyan, presenting the draft law on Making Addenda and Amendments to the Law on Private Guardian Activities with the attached legislative package in the first reading for debate at the sitting of March 20 of the Standing Committee on Defense and Security of the National Assembly.
According to him, it is also proposed that when applying for a license, the organization must have at least 10 qualified guards, instead of the current 1.
“We also envisage that this type of activity must have a mandatory insurance requirement, which must be double the amount of fees charged for services provided during the previous year, but not less than 10 million AMD,” the Deputy Minister said.
Other regulations are also proposed.
In addition to these regulations, the state duty rate for obtaining a license for private security activities is proposed - the base duty, which has not changed for about 13 years, and the entire period of the organization’s activity is paid once for the period, instead of 500-fold, set at 3000-fold.
It is also proposed to provide for the permission to carry weapons for employees of legal entities performing special statutory tasks as a type of permission for individuals, which will allow the guard or bodyguard to have a 5-year permission to carry weapons, regardless of the change of employer.
The rapporteur reported that currently about 200 licensed security organizations are registered, although 20-30 of them constantly provide stable and high-quality services.
During the exchange of views, the MPs raised a number of issues that they considered problematic. Proposals were also submitted, which will be debated until the second reading.
The Committee has endorsed the legislative initiative.
