Guided by the tasks set out in the Government Programme, during 2024, the Ministry of Defense continued its activities in the areas of Armed Forces reform, defense capabilities, development of military-technical cooperation, coordination of international integration processes, transition to a professional army, military education, resource replenishment, social security and other areas. This was stated by the Minister of Defense of the Republic of Armenia Suren Papikyan at the sitting of March 21 of the NA Standing Committee on Defense and Security, presenting the report on the process and results of the implementation of the RA Government Programme (2021-2026) for 2024.
“Despite the information disseminated from time to time by the Azerbaijani side about cases of ceasefire violations, a relatively stable, operational situation has been maintained throughout the year,” the Minister underlined. An action plan stemming from the concept has also been developed.
The rapporteur noted that as a result of diversifying the areas of military-technical cooperation, in order to modernize weapons and military equipment and acquire new models, contracts for the supply of weapons and military equipment have been signed with a number of resident and non-resident companies.
According to Suren Papikyan, the Eagle Partner military exercise was held in our country together with the command of the US Ground Forces in Europe. Partner defense cooperation with Greece, the US, France, Georgia, India, Kazakhstan and other countries continued.
The rapporteur noted that about 13.500 servicemen participated in the certification process of servicemen. “57% of the servicemen who participated in the certification got a positive mark,” the Minister said. He mentioned that within the framework of the review of military training processes in the Armed Forces, work was carried out to establish the institute of instructors. The Homeland Defender programme to involve servicemen from mandatory military service to contract military service continued.
“Work on the formation of the Ministry of Internal Affairs was completed in 2024,” the Minister of Internal Affairs of the Republic of Armenia Arpine Sargsyan emphasized, presenting the 2024 performance report of the Ministry she heads.
Speaking about the measures implemented in the police sector, the Minister stated that the patrol service continued to work with a new and modern model, registering impressive results not only in terms of administrative offenses, but also in terms of maintaining public order and detecting crimes. "During 2024, 3691 criminal cases were detected by patrols or with their participation," the rapporteur said.
It was noted that during the reporting period, the Criminal and Community Police started operating with a new functional distribution.
Arpine Sargsyan also touched upon the work on the formation of the Police Guard and the representation of women in the system.
The rapporteur reported that a decrease in registered crimes was recorded in 2024, by 434 or 1.1%.
According to the Minister, compared to 2023, road accidents also decreased by 299 last year.
The Head of the Ministry also touched upon the new strategy for police reforms, which has already been adopted.
Speaking about the work carried out in the field of migration and citizenship in 2024, Arpine Sargsyan highlighted the importance of the launch of the practical phase of the visa liberalization dialogue process with the EU.
