On October 6, the NA Standing Committee on State and Legal Affairs debated a number of legislative drafts in the second reading at the regular sitting.
The package on Making Addenda and Amendment to the Law on State Registration of Rights to Property and the related legislative drafts was debated.
The Head of the RA Cadastre Committee Suren Tovmasyan informed that only editorial changes were made to the package after the adoption in the first reading.
According to the draft, it is expected to ensure the full applicability of the implemented electronic system by submitting acts issued by courts on the imposition or removal of restrictions on real estate to the Real Estate State Registration.
As a result of the planned legislative amendments, it is expected to ensure the immediate execution of the above-mentioned acts issued by the courts, avoiding unnecessary delays and acts becoming out of date.
In her co-report, the Committee member Lilit Minasyan endorsed the presented legislative package, urging her colleagues to vote in favour of it.
The RA Deputy Minister of Justice Tigran Dadunts presented the proposed addenda and amendments to the Law on Mediation and the Civil Procedure Code for debate in the second reading.
It is proposed to improve the use of online mediation, stating that in the case of online mediation, the parties can sign the mediation online.
The rapporteur stated that over the past three months, since the launch of mandatory mediation, more than 320 cases have been entered into the electronic system of the ministry. It was noted that citizens request a candidate for a mediator from the Ministry and in about 30 percent of cases, the parties reconcile.
According to Tigran Dadunts, the Government presented a number of proposals after the first reading.
The co-rapporteur, the Deputy Chair of the Committee Arusyak Julhakyan proposed to vote in favour of the initiative.
The draft law on Making Addendum and Amendments to the Law on Academy of Justice was also debated.
The RA Deputy Minister of Justice Tigran Dadunts noted that it is proposed to remove from the law regulations on paying scholarships to students undergoing professional training at the expense of the state budget by the Justice Academy and those directly related to it.
According to the rapporteur, there no proposals were presented from the first to the second reading.
The co-rapporteur, the Committee member Alkhas Ghazaryan urged to endorse the draft.
The initiatives debated in the second reading were approved by the Committee.
