The current law on the Perpetuation of the Memory of Those Who Died Defending the Homeland defines who are subject to perpetuation. The main forms of perpetuating the memory of the victims who died defending the Homeland are defined. Among them is the adoption of memorable days and a national remembrance day, which, according to the RA NA Vice President Ruben Rubinyan, has not been done during these 26 years.
It is proposed to make addendum to the law on RA Holidays and Remembrance Days and designate January 27 Remembrance Day of victims who died defending the Homeland. The authors of the legislative proposals are deputies Ruben Rubinyan and Gegham Nazaryan.
As the co-author of the bill Ruben Rubinyan assessed, January 27 was chosen because it has no connection with any specific military event, but has a certain logic and meaning. “We chose January 27 as the day preceding Army Day, January 28,” the NA Vice President emphasized, adding that on January 28, the officials and other people traditionally visit Yerablur and start the day by honouring the memory of the victims. It is proposed to designate January 27 not as a mourning day, but as a remembrance day.
The Secretary of the Armenia Faction Artsvik Minasyan opined that that day is connected with Army Day and proposed his colleagues to designate a separate day. The RA NA Vice President, the co-author of the bill Ruben Rubinyan noted that during the period from the first to the second reading if there is a substantiated and reasoned proposal to designate another day, they are ready to debate it.
In her co-report, Alkhas Ghazaryan proposed her colleagues to vote in favour of it, and the Deputy Minister of Justice Gevorg Kocharyan presented the positive position of the Government.
The Committee Chair Vladimir Vardanyan proposed to have a symbol consistent with the day.
The issue was debated and endorsed by the Standing Committee on State and Legal Affairs.
