On September 30 the National Assembly continued the work of the four-day sittings, passing by voting the bills debated on the previous day.

The deputies continued debating the Technical Agreement on Cooperation and Support within the Framework of the United Nations Interim Force in Lebanon Signed between the Ministry of Defense of the Republic of Armenia and the Ministry of Defense of the Republic of Italy signed in Brussels on June 3, 2014.

The Chairman of the RA NA Standing Committee on Foreign Relations Artak Zakaryan presented the endorsement of the Committee.

Then the parliament in the first reading has debated the bill “On Amending the RA Law on Local Duties and Fees” authored by Vahram Baghdasaryan, Araik Hovhannisyan, Artsvik Minasyan, Margarit Yesayan, Tevan Poghosyan, Mnatsakan Mnatsakanyan. The key speaker Araik Hovhannisyan presented the details concerning the bill.

The RA Government endorsed the amendments.

In the final speech Araik Hovhannisyan thanked the deputies for the debates of concern. He touched upon the deputies’ interpellations and expressed readiness for debating the bill from the first to the second reading and finding more admissible solutions.

The deputies also considered the report of the Public Television Company Council on the Activity of the Public Television and Radio Company for 2013, which presented the Chairman of the Council Ruben Jaghinyan.

At the second sitting the parliament has debated the draft law “On Amending the RA Law on Legal Regime of the State of Emergency” considered extraordinary by the opposition faction and authored by the ANC Faction deputies Stepan Demirchyan, Aram Manukyan, Nikol Pashinyan, Lyudmila Sargsyan, Gagik Jhangiryan, Levon Zurabyan and Hrant Bagratyan. The key speaker Gagik Jhangiryan detailed some provisions of the draft law. The Chairman of the NA Standing Committee on State and Legal Affairs Hovhannes Sahakyan has informed the deputies that the draft law has been debated in the Committee and has not been endorsed.

The opinion of the RA Government, which has been submitted by the RA Deputy Justice Minister Arsen Mkrtchyan, has not been endorsed, either.

During the exchange of thoughts the deputies Eduard Sharmazanov, Tevan Poghosyan, Koryun Nahapetyan, Khosrov Harutyunyan, Hovhannes Margaryan and Samvel Farmanyan opined that the issue should be considered and be solved in the legal field, in the RA Constitutional Court.

In the final speeches the speakers have touched upon the deputies’ concerns and recommendations.

Then Ruben Jaghinyan continued to answer the deputies’ questions. The debate of the report of the Public Television Company Council on the Activity of the Public Television and Radio Company for 2013 will continue at NA October 1 sitting.
