On April 26, the RA National Assembly continued the work of the four-day sittings. As a result of voting, the draft law on Giving Privileges on Tax and Compulsory Social Insurance to Hrazdan-Cement CJSC was not passed in the third reading.

The NA Deputy Speaker Eduard Sharmazanov has noted that on the previous day, on April 25, as a consequence of the bus explosion in Halabyan Street of Yerevan two citizens died: Mr Sharmazanov offered his condolence to the victims’ close relatives, and wished health and quick recovery to the wounded.

Eduard Sharmazanov has informed the MPs that yesterday evening and today at night the situation was tense on Karabakh-Azerbaijani line of contact. “Azerbaijan, spitefully violating also the oral agreement on ceasefire regime reached in Moscow by this country, almost with all means of artillery has bombarded, as a consequence of which the Armenian side has two victims,” said the NA Deputy Speaker. Mr Sharmazanov expressed his condolence to the victims’ families and close relatives. The NA Deputy Speaker has informed that he has talked with the NKR Prime Minister Araik Harutyunyan and the NKR NA Speaker Ashot Ghulyan: it has been noted that the NK self-defense and army fully control the situation.

Afterwards the parliament continued the debates on the new Draft Electoral Code.

In his co-report the Chairman of the NA Standing Committee on State and Legal Affairs Hovhannes Sahakyan has noted that from the political and legal view the Electoral Code is the most important act, and touched upon the draft law in the political and legal context. Touching upon the amendments made, Mr Sahakyan particularly presented the peculiarities of the electronic registration mechanism and the computer comparison of the fingerprints, noting that the use of such mechanisms of control will exclude the possibility of double voting. He also presented the order of formation of the Central Electoral Committee (CEC): the 7 members of the CEC will be elected by the National Assembly by the 3/5 of the deputies’ general votes. Mr Sahakyan also talked about the steps directed to the rise of the community’s confidence towards the electoral processes, stating that during the period from the first to the second reading debates will be organized on the draft law in the Committee.

The debate of the issue will continue at April 27 sitting of the parliament.

The last hour of the sittings, according to the Rules of Procedure, was allotted to the deputies’ announcements.
