National Assembly Continues Work of Extraordinary Sitting

On October 19, the parliament continued the work of the extraordinary sitting and by voting passed the legislative packages and bills debated on the previous day, ratified the international treaties. The deputies with 104 for, 4 against and 1 abstained correlation in the first reading also passed the bill on Amending the RA Electoral Code and the enclosed legislative package.

By the presentation of the RA Deputy Head of Police Vardan Yeghiazaryan the legislative package on Amending the RA Criminal Code and on Amending the RA Code on Administrative Infringements was debated.

The RA Deputy Minister of Healthcare Sergey Khachatryan presented for debate the Protocol on Joining the Agreement of December 23, 2014 on Uniform Principles and Rules Governing Market Circulation of the Medical Devices (goods and medical devices of medical importance) within the Eurasian Economic Union.

In the Q & A session the NA deputies touched upon a number of problems, which related to the preservation dates of the medicine, the realization of the medicine with registration in the member countries, the probability of the reduction of prices in the medicine market, the use of the mechanisms of control in fighting the fake medicine and other items.

The deputies Aram Manukyan, Sukias Avetisyan and Artak Zakaryan made their observations and expressed their concerns on the problems relating to the Agreement, as well as medicine market, prices and low quality of medicine in Armenia, positively assessed the Agreement and noted that they will vote for the ratification of the Agreement.

Afterwards the parliament in the third reading debated the legislative package on Financial Leveling and the bill on Amending the RA Budgetary System. The bill on Amending the RA Code on Subsoil was debated for completely passing it in the second reading.

The Deputy Chairman of the State Committee of the Real Estate Cadastre adjunct to the RA Government Ashot Musayan in the first reading presented for debate the Article 26.1 of the package of draft laws on Amending the RA Law on State Registration of Rights towards Property and on Amending the RA Law on State Duty.

The RA Minister-Chief of Staff of the Government, the Co-author of the Electoral Code (EC) Davit Harutyunyan in the second reading presented for debate the bill on Amending the RA Electoral Code and the package of the enclosed draft laws.

Davit Harutyunyan informed that the NA ANC Faction presented 10 recommendations on the Electoral Code

The voting of the debated items will take place on October 20 at 11:00.
