On December 13, the RA National Assembly under Article 70 of the RA Constitution, at the initiative of the RA Government, on December 13, convened an extraordinary session of the RA National Assembly by the initiator’s established agenda.

The parliament passed a decision on the special procedure of holding the extraordinary session, according to which, the first day of the extraordinary sitting convening on December 13, 2016 three sittings will be convened with one and a half hour duration: the duration of the first interval is one hour, the second interval – half an hour. Beginning from the second day every day four sittings with one and a half hour duration will be convened; the sittings will begin at 11:00. The duration of every interval is half an hour.

According to the NA other adopted decisions, the debate of a number of bills in the second reading will be held after being passed in the first reading within 24 hours, and the debate in the third reading after being passed within 24 hours.

The deputies by voting also passed the legislative initiatives debated during the tenth session of the NA fifth convocation and ratified the international agreements.

The RA NA Deputy Speaker Hermine Naghdalyan moderating the sitting, has informed that the bill on Compensation of the Damages Caused to the Servicemen's Life or Health during the Defense of the Republic of Armenia and the enclosed package of bills was added with a number of new draft laws at the phase of debate in the second reading, which by the presentation of the RA Minister of Defense the deputies, first of all, debated in the first reading.

The Chair of the Head Committee, the NA Standing Committee on Defense, National Security and Internal Affairs Koryun Nahapetyan presented the endorsement of the Committee. He has noted that the amendments being proposed are expedient and it is necessary to vote for the draft laws under debate in the first reading. In his word, the legislative draft laws in legal viewpoint strengthen the investment of the social security new system: it is a system based on the idea of national duty, which requires special approach.

On their speeches the NA deputies Naira Zohrabyan, Nikol Pashinyan, Vahe Hovhannisyan, Hrant Bagratyan, Margarit Yesayan, Mikayel Melkumyan, Zaruhi Postanjyan, Hovhannes Margaryan, Ruzanna Muradyan and Levon Martirosyan touched upon the submitted draft law.

The NA Deputy Speaker Eduard Sharmazanov delivered an extraordinary speech and expressed conviction that the Armenian people should defend their Motherland and the citizens should have their contribution.

Mr Sharmazanov welcomed the idea of the national duty proposed by the Defense Ministry, which functions in some countries. To his assessment, the mechanisms of trust laid in the basis of the draft law are necessary.

The representatives of the NA Factions (ANC – Levon Zurabyan, RPA – Artak Zakaryan presented their viewpoint on the issue under debate in their speeches.

In their final speeches the Committee Chair Koryun Nahapetyan and the RA Defense Minister Vigen Sargsyan touched upon the deputies’ recommendations and remarks and gave clarifications.

Summing up his final speech Vigen Sargsyan referred to the problem touched upon the problem of reliability and called on the deputies to vote for the legislative package.

Afterwards the Deputy Chairman of the State Revenue Committee adjunct to the RA Government Vakhtang Mirumyan submitted for the debate of the parliament the draft law on Defining Privileges on Revenues Controlled by the Tax Body with the enclosed package.

The RA NA Deputy Speaker Hermine Naghdalyan positively assessed and welcomed the presented package.

The National Assembly will continue the work of the extraordinary session at December 14 sitting.
