Procedure of Fulfillment of Obligations Assumed by Armenia Discussed in PACE Monitoring Committee

On January 26, at the Monitoring Committee sitting held within the framework of PACE next session the issue of the fulfillment of the obligations assumed by Armenia was discussed.

The Head of the RA NA Delegation, PACE and NA Vice President Hermine Naghdalyan informed from Strasbourg: “The Monitoring Co-rapporteur for Armenia Alan Meale presented information about the fact-finding mission done to Armenia in November 2016. He presented in detail about the democratic processes going on in Armenia. The harmonization of legislation being carried out after the Constitutional amendments was highlighted, and it was noted that the change of the system will be made on the basis of the new Electoral Code; a Code that had been debated and adopted with the unprecedented cooperation of the power, opposition and civil society. The power had declared a goal to hold legal and exemplary, free and fair elections. At the Monitoring Committee the events concerning the seizure of the Garrison Service, when the authorities did everything possible for discharging the situation without additional escalation were presented. The RA President’s exceptional consistent and patient work style directed to the regulation of the situation was underlined.

At the sitting the Monitoring Co-rapporteurs for Armenia made emphases and observations on the changes underway in the country: particularly, formation of the new government, the new programme of the government, and its goals are very important in terms of economic reforms, fight corruption and economic development, which are the main priorities of the country. In the Co-rapporteurs’ opinion, in recent period the political forces’ exemplary cooperation had been in the country while improving the Electoral Code, the organizing the elections and elaborating the laws, which gives hope that the political constructive atmosphere will be maintained during the elections and after the elections. It is a serious step in the development of democracy of the country. There is also information about judicial-legal, police reforms, and its aim is to raise the degree of trust in the country. The deepening of fight corruption was highlighted. The Co-rapporteurs underlined the steps taken in recent period, including the law criminalizing the illegal enrichment and fighting corruption. In their opinion, the processes followed the Constitutional reform will be of importance for the country, the comparison of their successes can be a good basis for passing to the next phases of the fulfillment of Armenia’s assumed obligations. The Co-rapporteurs positively assessed the works done and were pleased with the procedure of the fulfillment of Armenia’s obligations.”
