On September 20, the RA NA Standing Committee on Financial-Credit and Budgetary Affairs and the RA NA Budget Office organized a seminar on the themes Programme Budgeting (PB) , Key Performance Indicators (KPI) of the Budget Programmes (BP) and the RA Budget Cycle , where the RA NA deputies, representatives of the government, experts of the RA NA Standing Committees, representatives of the NGOs and the German Federal Ministry for Economic Cooperation and Development/the Deutsche Gesellschaft für Internationale Zusammenarbeit (BMZ/GIZ) took part.

The Chair of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan presented in detail the peculiarities of the programme budget cycle and the efficiency of that reform, and the participation of the parliament to that cycle. The Committee Chair underlined that as a result of coordinated work between the Government and the National Assembly, the thirty percent of the budget expenditure became possible with the KPI.

Gagik Minasyan presented the PB strategy, the goal of the cycle, the components of the strategy cycle of the spheres and the PB, the main demands being presented to the PB, the PB advantages and difficulties and the phases of the implementation.

It was noted that as a result of the work done during about three years, the degree of the deputies' awareness on the cycle had been raised, as well as the quality of the professional discussions in the budget sphere for the deputies and the employees. Mr Minasyan added that by the assistance of the RA Government and the GIZ in the RA National Assembly a professional group of deputies and experts was set up.

The Committee Chair has underlined that the goal of the work is to improve the perception of the programme budget idea among the NA deputies and the NA Staff employees, raise the understanding on the strategy concept in the spheres as a PB programme source.

In his report the Coordinator-Expert of the RA NA Budget Office Gagik Barseghyan presented the structure, the KPI of the budget programmes and its peculiarities and the types of the current expenditure programmes.

During the discussions the participants of the seminar touched upon the MPs' participation in the elaboration of the strategies of different spheres, the NA capability building in the context of the efficiency of the programme budget cycle and a number of problems conditioned by the investment of the PB cycle.
