National Assembly Convenes Extraordinary Session

On September 4, the RA National Assembly convened an extraordinary session, having one legislative initiative on the agenda. By the decision of the parliament the legislative package authored by the Government was discussed in the special procedure: after passing in the first reading it was discussed in the second reading within twenty-four hours.

The RA NA Speaker Ararat Mirzoyan informed that the deputy of the RA NA Bright Armenia Faction Mane Tandilyan laid the NA deputy’s mandate a few days ago. Thanking Mane Tandilyan and wishing her all the best for cooperation, Ararat Mirzoyan has informed that the CEC N 5 Protocol has been received, according to which, that mandate is given to the next candidate, who has received maximum votes on N 4 territorial constituency of the Bright Armenia Party Stepan Stepanyan. The NA deputy Stepan Stepanyan was sworn in at the parliament session, pursuant to Article 33.4 of the Constitutional Law the Rules of Procedure of the National Assembly.

The RA First Deputy Minister of Justice Rafik Grigoryan presented for debate the draft law on Making Amendment and Addenda to the law on Ensuring the Sanitary-Epidemiological Security of the Population of the Republic of Armenia and the enclosed draft package, and its revision is conditioned by COVID-19 pandemic.

The Deputy Minister has clarified that from September 11 the state of emergency is not designed to extend, but it is expected to carry out the fight against the pandemic by announcing quarantine, which can be established up to six months.

About 11 fines are envisaged for breaking the requirements of ensuring the implementation of the events established by the decision of establishing quarantine.

Vladimir Vardanyan presented the endorsement of the RA NA Standing Committee on State and Legal Affairs.

More than one dozen MPs delivered speeches, appreciating and criticizing the initiative. Some MPs criticized the presented package, seeing in them provisions aimed at the restriction of human rights. It has been proposed to review it.

The RA NA factions expressed their viewpoints.

The Head of the Bright Armenia Faction Edmon Marukyan presented the position of the Faction and informed that they would vote against the package.

Naira Zohrabyan gave a speech on behalf of the Prosperous Armenia Faction. She informed that they also would vote against it. According to her, the establishment of quarantine up to six months can cause numerous problems for the citizens: particularly the countries will not want to open air borders with Armenia.

Ruben Rubinyan presented the position of My Step Faction. He touched upon the voiced viewpoints of the partner factions, urging the criticizing MPs to deliver speeches with more constructive positions. He has clarified that the opening of entry and exit between the countries is conditioned not by the availability of any word, but by anti-epidemiological situation.

Vladimir Vardanyan and Rafik Grigoryan delivered their concluding speeches, referring to the MPs’ raised questions.

Rafik Grigoryan has informed that new fines are not proposed: there will be fines, which have been also during the state of emergency. The Commandant’s Office will not function, and the citizens will continue mandatory wearing masks.

The parliament passed in the first reading the legislative package: 80 MPs voted for it and 28 MPs – against it.

The legislative initiative was debated in the second reading procedure after completing the established term for presenting the recommendations in written form on the bill on Making Amendment and Addenda to the law on Ensuring the Sanitary-Epidemiological Security of the Population of the Republic of Armenia and the enclosed draft package and its endorsement of the Head Committee.

The RA First Deputy Minister of Justice Rafik Grigoryan presented the amendments made in the package from the first to the second reading and the specified notions. According to the Deputy Minister, the adoption of the bills is aimed at giving the state an opportunity to fight against the epidemics with a toolset during the long-term period w ithout the legal regime of the state of emergency. The representative of the executive body has noted that after the adoption of the initiative we shall keep the anti-epidemiological rules established by the RA Government and the Ministry of Health.

Let us note that the deputy Narek Zeynalyan and the NA Prosperous Armenia Faction presented recommendations.

The Chair the RA NA Standing Committee on State and Legal Affairs Vladimir Vardanyan presented the endorsement of the Head Committee. He called on the MPs to vote for the initiative.

The Secretary of the RA NA Prosperous Armenia Faction Arman Abovyan informed that the Faction would vote against the initiative. According to the MP, the rectifications made in the package from the first to the second reading had not changed the main philosophy of the initiative.

The legislative package authored by the Government was passed with 70 for and 19 against votes in the second reading completely.

Covering the agenda, the parliament ended the work of the extraordinary session.
