Born on September 9, 1949 in Yerevan.

1971 - Graduated from the Faculty of Technical Cybernetics of the Yerevan K. Marx Polytechnic Institute.

1977 - Postgraduate at the Institute of Economics of the Siberian Branch of the USSR Academy of Sciences. Electrical Engineer. Doctor of Economics, Professor.

1971 - 1974 - Senior Engineer in the Yerevan Scientific Research Institute of Mathematical Machines.

1977 - 1993 - Senior Researcher, Head of Sector, Head of Department, Deputy Director for Scientific Work of the Scientific Research Institute of Economics and Planning of the State Planning of Armenia.

1990 - 1994 and 1994-1998 - Deputy of the regional council of the soviet district of Yerevan.

1993 - 1999 - Head of the Social and Economic Department of the Staff of the Supreme Council of the Republic of Armenia, then Head of the Economic Analysis Department of the Staff of the National Assembly of the Republic of Armenia.

1994 - 1996 - Member of the Central Bank Department of the Republic of Armenia.

1998 - 2000 - Member of the Board of the Ministry of Trade and Industry of the Republic of Armenia.

2003 - 2007 - Head of the Department of Finance and Accounting of the Faculty of Economics and Management of the Yerevan State University.

Since 2012 - Professor of the Faculty of Economics and Management of YSU (Yerevan State University), head of master's programs.

1999 - 2003 - Member of the National Assembly (proportional electoral system, “Unity” alliance). Member of the Standing Committee on Financial-Credit, Budgetary and Economic Affairs of the National Assembly. Member of the “Unity” faction.

2007 - 2012 - Member of the National Assembly (proportional electoral system, PAP). Deputy Chair of the Standing Committee on Economic Affairs of the National Assembly. Member of the “Prosperous Armenia” faction.

April 2, 2017 - Elected Member of the National Assembly from the national electoral list of the “Tsarukyan” alliance of parties.

Awarded the title of Laureate of the All-Union Competition (1980). Awarded the PA Silver Medal of the Economic Cooperation of the Black Sea countries (2013), the “Engineering Glory” Order (2014, RF), and the Certificate of Honor of the National Assembly of the Republic of Armenia (2016).

Member of the Academy of Natural Sciences of the Russian Federation, a member of the International and Engineering Academies of the Republic of Armenia.

Author of more than 200 scientific publications.

Married, with three children.
