Born September 2, 1954 in the village of Gulistan, Shahumyan region in Artsakh.

1972 - 1974 - Served in the Soviet Army.

1993 -1995 - Served in the Armed Forces of the Republic of Armenia. 

Participated in three Artsakh wars. Major in reserve.

1976 - Graduated from the Yerevan Industrial-Pedagogical College.

1980 - Graduated from the University of Marxism-Leninism (Krasnoyarsk).

1985 - Graduated from the Siberian Technological Institute.

1976 -1979 - Production master at the Krasnoyarsk “Getayin” College.

1979 -1990 - Head of the “Kraskoshikkentsagh” production workshop.

2002 - 2020 - Head of the Kotayk department of the Operational Intelligence Department of the State Revenue Committee under the Government of the Republic of Armenia, Head of the  department, Head of the Hrazdan department, Head of the rapid response department. Colonel of the Tax Service.

1988 - 1990 - Head of the Armenian community of Krasnoyarsk.

1997 - Founded the “Shahen Meghryan” Charitable Fund.

Since 1990 - Member of the ARF. Member of the Supreme Body of the ARF of Armenia.

Awarded the “Drastamat Kanayan” Medal (2009, Ministry of Defense of the Republic of Armenia).

Awarded the “For Combat Service” Medal (2010, NKR).

Awarded the “Marshal Baghramyan” Medal (2011, Ministry of Defense of the Republic of Armenia).

Awarded the “Armed Forces. “20 Years” (2011, Ministry of Defense of the Republic of Armenia) jubilee Medal.

Awarded the “Combat Service” (2014, Republic of Armenia).

Awarded the “Andranik Ozanyan” Medal (2017, Ministry of Defense of the Republic of Armenia),

Awarded with a Badge “1992-1994 Participant of Military Operations” (Ministry of Defense of the Republic of Armenia).
Awarded the “Fridtjof Nansen” commemorative Gold Medal, (2007, Ministry of Defense of the Republic of Armenia).

Awarded the YVU commemorative Medal “Armenian Yerkrapah”  (2007).

Awarded the with a nominal weapon (2009, NKR Ministry of Defense).

October 6, 2025 - Elected a Member of the National Assembly from the national electoral list of the “Armenia” party alliance.

Married, with three children.
