Hrant Khachatryan was born on October 26, 1951 in the village of Baghramyan in the Artashat region.
Mr. Khachatryan graduated from Yerevan Polytechnic Institute in 1972 as an engineer - radio technician. He is a current member of the Armenian branch of the Russian Academy of Natural Sciences and International Academy of the World Nations' Spiritual Unity.
From 1972-1973 he worked as an engineer in the Radio Physics and Electronics Institute under the Academy of Sciences. He spent the next five years as an engineer, senior engineer and later team leader in the All-Union Institute of Radio Physical Measurements. From 1978-1983 and then again from 1986-1990 he worked as a leading engineer, head of subdivision and head of division in Hatis center of the Hrazdan Mechenashinarar Industrial Complex. From 1983-1986 he did his postgraduate studies at the Moscow Aviation Institute.
In 1988 he served on the founding team of the Constitutional Group of the Yerevan District of 26 Commissaries. In 1998 he was a candidate for the presidential elections and executive secretary of the Political Council under the RA President.
From 1990-1995 he was a deputy in the Supreme Council (electoral district 180) where he served as the Secretary of the Standing Committee on Independent State and National Policy Issues.
From 1999-2003 he served in the NA (from the proportional list of the Law and UnityAlliance) andhe served on the NA Standing Committee on Defense, National Security and Internal Affairs. He was a member of the Law and Unity Faction.
On May 25, 2003 he was reelected to the NA from the proportional list of the Justice Alliance and he is currently on the NA Standing Committee on Defense, National Security and Internal Affairs. He is a member of the Justice Faction. He is also the founding president of the Constitutional Law Union.
Mr. Khachtryan is married and has two children.
