Armen Purtoyan was born on September 29, 1970 in Yerevan.

Mr. Purtoyan graduated from the Yerevan State Institute of Physical Education in 1993. He is a teacher of physical education and Master of International Sport. From 1987-1989 he was the champion of Free Style Wrestling in the USSR Youth, World and European Championships.

In 1988 he served in the Soviet Army. From 1994-1997 he was the deputy director of Araks Cooperative Firm in Yerevan and from 1997-2003 he was its Director.

From 2003-2007 he was a deputy in the NA (proportional system, RPA). He was a member of the NA Standing Committee on Social, Health Care and Environmental Protection Affairs. He was a member of the Republican Party of Armenia Faction.

On May 12, 2007 he was elected to the NA from electoral district #13.

Mr. Purtoyan is married and has one child.
