Lyova Khachatryan was born on May 2, 1955 in Yerevan.

Mr. Khachatryan received his degree in mechanical engineering from the Yerevan Polytechnic Institute in 1978.

From 1978-1995 he worked in the Boudyonovski Installation Complex Stavropoltechmontaj. From 1995-1997 he worked as a general director in Astrakhan Reinforced Concrete Plant. In 2002 he was the president of the boards of Contsern Energia Ltd. and Armavir Louys Ltd.

From 2003-2007 he was a deputy in the NA (electoral district #20). He was a member of  the NA Standing Committee on Foreign Relations. He was a member of the “People's Deputy” Deputy Group.

On May 12, 2007 he was elected to the NA from electoral district #14.

Mr. Khachatryan is not married.
