He was born on June 26, 1954 in the village of Mkhchian in the Artashat region /Ararat marz/.

In 1995 he received his degree in economics from Yerevan Economic and Legal University and the RA Academy of Public Administration in 2002. He is an economist.

From 1975-1976 he worked as a senior electrician in the Mkhchian Pumping Station. 1982-1991 he was a brigade-leader in the Ararat Pumping Station. From 1982-1991 he was a brigade-leader in the Mkhchian station Avtovaz. 1991-1995 he was the director of the same station. In 1995 he became deputy director of the Arevshat Wine factory and from 1995-1999 as a director of Artashat Wine factory.

1999-2003 was his first term as a deputy in the NA (electoral district # 30) where he served as a member of the NA Standing Committee on State and Legal Affairs. He was a member of the Unity Faction.

From 2003-2007 he was a deputy in the NA (electoral district #22). He was a member of the NA Standing Committee on State and Legal Affairs. He was a member of the Republican Party of Armenia Faction. He was a member of RPA.

On May 12, 2007 he was elected to the NA from electoral district #17. He is a member of the NA Standing Committee on State and Legal Affairs. He is a member of the Republican Party of Armenia Faction. He is a member of RPA.

He is married and has three children.
